AN ORDINANCE APPROPRIATING $150,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE
COMPETITIVE HOUSING GROUP PROJECT TO BE ADMINISTERED
BY THE DIVISION OF COMMUNITY DEVELOPMENT
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with the
City's private sector and residents is commited to the goal of improving
the "quality of life" in the City, its neighborhoods, and for its residents.
As part of this commitment, Community Development Block Grant funds are
utilized for a variety of housing assistance /rehabilitation programs.
Among these housing programs is the Competitive Housing Group Project to
be used for funding of neighborhood groups, not - for - profit agencies, and
other eligible groups who develop an innovative project that will serve
the housing needs of low and moderate income residents.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $150,000.00 is hereby appropriated for the
program year starting July 7, 1982 from the City of South Bend's Community
Development Block Grant Fund.

The ordinance submitted for your consideration would appropriate
1982 Block Grant funds for the Competitive Housing Group Project.
During our 1982 submission process we received proposals from
Southold Heritage Foundation, Neighborhood Housing Services, and Renew,
Inc. for funding of activities through this Project. We are involved
in discussions with representatives of these organizations regarding
their specific activities and the funds available from the Project for
the performance of the activities. We intend to provide a breakdown of
the $150,000.00 by organization and offer an amendment which specifically
delineates and appropriates funds for each agency at the Second Reading and
at your Caucus immediately prior to that session.
