AN ORDINANCE APPROPRIATING $7,250.00 FROM
THE COMMUNITY DEVELOPMENT BLOCK GRANT FUND
TO ASSIST IN THE ESTABLISHMENT OF A PARENTS'
RESOURCE CENTER BY PROJECT HEAD START OF
ST. JOSEPH COUNTY AND TO BE ADMINISTERED
BY THE DIVISION OF COMMUNITY DEVELOPMENT
STATEMENT OF PURPOSE AND INTENT:
The City's neighborhood preservation program is based
on a variety of activities including housing rehabilitation,
public works, park improvements, code enforcement, and social
service projects. To improve the delivery of Community
Development and non - Community Development funded social
services which support the housing and physical improvement
projects, the City has allocated Community Development .funds
to assist in the moving /rehabilitation of a portable classroom
to facilitate the establishment of a Parents' Resource Center.
NOW, THEREFORE, BE IT ORDAINED by the Common Council
of the City of South Bend, Indiana, as follows:
SECTION I. The sum of $7,250.00 is hereby appropriated
for the program year starting April 1, 1983 from the City of
South Bend's Community Development Block Grant Fund.

SECTION II. This ordinance shall be in full force and
effect from and after its passage by the Common Council and
approved by the Mayor.

This ordinance submitted for your consideration would appropriate
1983 Unspecified Local Option funds to assist in establishing a
Parents' Resource Center through Project Head Start of St. Joseph
County. The request for funding was submitted by Head Start
during the program year 1983, application process. At that time
the activity was considered ineligible for funding with CDBG
monies unless a waiver was approved by the Department of Housing
and Urban Development waiving the current regulations which
restrict assistance to public facilities. The waiver has been
received by the city thus allowing the funding of the activity.
The $7,250.00 would be used to move a portable classroom building
including foundation, electrical, and plumbing work. The building
to be located at 533 South Scott Street would then house the
Parents' Resource Center providing services such as:
1. to teach /improve sewing skills,
2. to teach /improve parents' knowledge
about child behavior and development,
3. to provide parents with a common
meeting place, and
4. to establish a library for use by
parents.
