While acceptable enterprises were included otherwise, the goal was not met for the Women or Minority Business Enterprise goals. The Michuda-Cruz bid only met the MBE goal. Engineering, the Office of Diversity and Inclusion, and City Legal reviewed the bids to conclude good faith efforts were present in Larson Danielson's bid to meet the requirements for the City of South Bend's Minority and Women Business Enterprise Inclusion Program Plan. I recommend award of a contract for the base bid and Alternate 6 for the South Bend City Hall Renovation to the lowest responsive / responsible bidder, Larson Danielson Construction Company Inc. in the amount of $7,327,000.
