ORDINANCE NO.7177 -83 AN ORDINANCE TRANSFERRING $1,552,246.00 AMONG VARIOUS ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE DIVISION OF COMMUNITY DEVELOPMENT. STATEMENT OF PURPOSE.AND INTENT: On March 3, 1983, the City of South Bend through the Division of Community Development submitted its 1983 Application to the Department of Housing and Urban Development. Part of the 1983 Application included the anticipated reprogramming of $1,552,246.00 from previous program years of Community Development Block Grant Funding. The activities from program years 1979, 1980, 1981, and 1982 have been completed or will have funding reprogrammed to the current program year in order to efficiently utilize the funds. The plan for projected funding levels of program year 1983 activities makes it necessary to transfer funds among various accounts. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana: SECTION I. This transfer of funds is part of the 1983 C.D.B.G. Application as submitted to the Department of Housing and Urban Development which was authorized by the Council on February 28, 1983. The ordinance represents our continuing efforts to keep projects on schedule,operating funds primarily within one program year and to most efficiently and effectively use CDBG funds. The funding levels for the various activities and programs are being reduced for several reasons. In some cases activity and program goals and objectives have been met or exceeded.In other cases, the reduction merely represents a change in funding years and the activity or program will continue. Finally, in some cases activity or program goals and objectives cannot be met.
