AN ORDINANCE APPROPRIATING $2,945,000.00 FROM THE
COMMUNITY DEVELOPMENT BLOCK GRANT FUND FOR THE PURPOSE
OF DEFRAYING THE EXPENSES OF THE DIVISION OF COMMUNITY
DEVELOPMENT OF THE CITY OF SOUTH BEND, INDIANA, AND
DESIGNATED SUBGRANTEE AGENCIES FOR THE PROGRAM YEAR
BEGINNING APRIL 1, 1983 AND ENDING DECEMBER 31, 1983
TO BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY
DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The government of the City of South Bend, in partnership with
the City's private sector and residents, is committed to the goal of
improving the "quality of life" in the City, its neighborhoods, and for
its residents. As part of this commitment to a comprehensive community
development and improvement program, the City of South Bend through
its Division of Community Development has applied for and will receive
on or about April 1, 1983, the approval of the United States Department
of Housing and Urban Development to expend $2,945,000.00 in the execution
of certain housing rehabilitation /assistance, code enforcement, public
works, parks, and capital improvements, city development, public service,
and general program planning and development activities. In order to
,implement the aforementioned activities, funds are required.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. The sum of $2,945,000.00 is hereby appropriated for
the program year starting April 1, 1983, from the City of South Bend's
Community Development Block Grant Fund (Program Year 1983). The appropriation
shall be used as approved by the United States Department of Housing
and Urban Development under Title Twenty four (24) of the Code of Federal
Regulations, Part Five Hundred and Seventy (570) for the Community
Development Program Year 1983. This appropriation shall be administered
by the Division of Community Development and its designated subgrantees
and will be distributed as set forth below:

SECTION II. No costs will be incurred or funds expended for any
of the activities addressed in this ordinance prior to completion and
subsequent certification of the Environmental Review Process specified
in Sections 58.16, 58.17, and 58.30 of the Environmental Review Procedures
for the Community Development Block Grant Program and an official
release of funds received from the United States Department of Housing
and Urban Development.
SECTION III. This Ordinance shall be in full force and effect
from and after its passage by the Common Council and approval by
the Mayor.

Dear Members of the Council:
I am submitting for your consideration a request for the
appropriation of $2,945,000 which represents funding for the various
activities planned in the City's 1983 Community Development Block Grant
Application. The total 1983 entitlement plus projected program income
as outlined in the application is $3,475,000. At this time we aren't
requesting appropriation for the following:
(1) $450,000 to be used for the final payment of
the East Bank /Monroe Sample Section 108 loan
guarantee. At this time we are determining,
in conjunction with the HUD Area office, the most
beneficial time to make the payment based on interest
rates. If it is decided that the payment will be
made on April 1, 1983, this amount is automatically
deducted from our letter of credit by HUD. If the
payment is to be made after that date, we will request
appropriation from the Council in order to expend
the funds.
(2) $59,500 represents Unspecified Local Option and
appropriation requests will be submitted for
specific projects.
(3) $20,500 from the non - profit rehab program isn't
included in the appropriation. The three non-
profit groups, Renew, NHS, and Southold are the
projects for which we're requesting specific
appropriations at this time. As other projects
require funds from this activity, we'll submit
appropriation requests.

reviewed with the Council and each member of the Council provided with
a copy of the "Final Statement of Community Development Objectives
and Projected Use of Funds - Program Year 1983." Should you wish any
