AN ORDINANCE AMENDING ORDINANCE NO. 7080 FIXING THE MAXIMUM SALARY FOR A POSITION WITHIN HUMAN RIGHTS. STATEMENT OF PURPOSE AND INTENT: Since monies have been appropriated for a new program through the Human Rights Commission for housing, it is necessary to create a new position to carry out this program. Therefore, it is requested that a new position be called "Housing Specialist" and added to the salary ordinance. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA: SECTION I. That the position of "Housing Specialist" be added to Human Rights. SECTION II. That from and after the passage of this Ordinance, the maximum salary for a Housing Specialist be $16,000 for the year 1983. SECTION III. County -City Bldg. Phone: (219) 284 -9355 On January 10, 1983, monies were appropriated for a new housing program to be administered by the City's Human Rights Commission. The housing program, as it has been designed, entails the creation of a new position. Our request is that the 1983 Salary Ordinance be amended to include the position, Housing Specialist, within the Human Rights Commission. Please find attached an Ordinance to amend the 1983 Salary Ordinance and, for your information, a job description of the new position. We ask your favorable consideration of this Ordinance. Sincer ly, Larry ' hnson Execut've Director LJ:lfh Attachment HOUSING SPECIALIST BUREAU OF HUMAN RIGHTS /DEPARTMENT OF HUMAN RESOURCES AND ECONOMIC DEVELOPMENT DEFINITION Has general responsibility for the administration of a fair housing program which is designed to identify and eliminate barriers to equal housing opportunities and to encourage those activities that foster fair housing. EXAMPLES OF DUTIES 1. Provides educational services and advice to members of private lending and housing industries. 2. Assists in the development and administration of specific affirmative marketing practices within the private housing industry. 3. Identifies the various neighborhood and citizen groups within the City concerned with housing discrimination and assists them in their efforts to promote fair housing. 4. Assists various local, state and federal governmental agencies in the overall task oL" providing equal opportunity in housing. 5. Performs intake, investigation and resolution of housing discrimination charges that come before the Commission. EMPLOYMENT STANDARDS EDUCATION AND EXPERIENCE_: Any combination of education and :pork experience equivalent to at least two years of college. It is desired that candidate have some experience in investigative techniques, real estate sales, and connunity relations. KNOWLEDGE AND ABILITIES: Knowledge of basic legal regulations related to housing discrimination; knowledge of the lending and real estate industries and how they function; ability to research laws and regulations; ability to understand new legal definitions; ability to deal effectively and tactfully with a wide variety of persons; and the ability to appear in public and speak in behalf of the City's fair housing laws. Must have some sales ability, good personal appearance and confidence.
