AN ORDINANCE APPROPRIATING $73,478.00,FROM THE
LOCAL EQUAL EMPLOYMENT AND EQUAL HOUSING
OPPORTUNITYFUND TO BE ADMINISTERED BY THE CITY
OF SOUTH BEND THROUGH ITS HUMAN RIGHTS COMMISSION
AND DEPARTMENT OF ECONOMIC DEVELOPMENT.
STATEMENT OR PURPOSE AND INTENT:
The City of South Bend is committed to equal opportunity
in employment and housing. In attempting to achieve this goal, a
local Human Rights Commission has been established. This Ordinance
will enable the Human Rights Commission to resolve charges of
illegal discrimination and to otherwise develop and implement
programs designed to promote equal opportunity in employment and
housing.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of
the City of South Bend, Indiana, as follows:
SECTION I. The sum of $73,478.00 is hereby appropriated
for the fiscal year beginning October 1, 1983 and ending September
30, 1984. A total of $49,545.00 is appropriated from the Equal
Employment Opportunity Fund under a grant from the U.S. Equal
Employment Opportunity Commission and a total of $23,933.00 is
appropriated from the Equal Employment in Housing Fund under a
grant from the U.S. Department of Housing and Urban Development.
The appropriation shall be administered by the Human Rights Commission
and Department of Economic Development and used for the operation
thereof.

The Human Rights Commission has contracts with the U. S. Equal Em-
ployment Opportunity Commission and the U. S. Department of Housing
and Urban Development. The contracts provide the Commission with
financial assistance so that it can more effectively administer
the City's Human Rights Ordinance. The attached Ordinance will
enable the Commission to enforce the law prohibiting illegal dis-
crimination and develop programs designed to promote equal oppor-
tunity in employment and housing.
Your favorable consideration of this Ordinance is appreciated. I
