AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY
OF SOUTH BENDf INDIANA, AMENDING CHAPTER 2,
ARTICLE 1, SECTION 2 -10 OF THE MUNICIPAL CODE
OF THE CITY OF SOUTH-BEND BY THE INCLUSION OF
THE ZONING AND VACATIONS COMMITTEE AS' A STANDING
COMMITTEE
STATEMENT OF PURPOSE AND INTENT
The South Bend Common Council has had a special committee entitled
Zoning and Vacations operating for the. past several months.
In light of the change in the Indiana State law where it places
the final authorization with. the Common Council to vacate. any public
land, there is an increasing need to have this committee operate as a
regular standing committee of the Council..
The following Bill formally recognizes the Zoning and Vacations
Committee as the ninth (9th. Standing Committee of the Council. The
Council believes that this amendment is in the interest of promoting
better efficiency of its Committee structure.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City
of South.Bend, Indiana, as follows;
SECTION I. Chapter 2, Article .l, Section 2 -10, shall be amended
in part to read as follows;
Sec. 2 -10 Standing Committees of Common Council; Titles and
Responsibilities..
(a) There shall be- eArei-it - +�B +. nine (9) standing committees organized
within the City Council. Each. .committee, except the Council Rules
Committee, shall consist of not lens than two (2) Councilmen each and this
number shall cons.i.tute at least two-thirds (2/3) of the total membership
of each.standing committee. Councilmen shall be appointed as herein
provided by the President of the Common Council. Each committee, except
the Council Rules Committee, shall also have not less than one (1) citizen
member and at no time shall the number of citizen members constitute more
than one -third (1/3) of the total membership of each.standing committee.
(e) The- e}glt-48.} -nine (9)_ standing committees shall be as listed
below:
(1) Personnel and Finance
(:2) Council Rules
(3) Human Resources and Economic Development
(4) Parks and Recreation
(_5) Public Safety
(6) Public Works
(7) Residential Neighborhoods
(8) Utilities
(9) Zoning and Vacation
SECTION II. This ordinance shall be in full force and effect from
and after its passage by the Common Council and approval by the Mayor.

The attached Bill would amend Section 2 -10 of the
Municipal Code of the City of South Bend.. It would
make the Zoning and Vacation Committee a standing
committee of the Council.
This committee has been operating as a special
committee of the Council for a substantial period of time.
However in light of the fact that all vacations of public
land must come before the Council for final review, the
importance of having a permanent standing committee is
highlighted.
I seek your support of this Bill.
