GAMMON Approved and signed me �" tll�ef����' 0 p to by t9 3 Clerk 7 ,167 -R3 ORDINANCE AMENDING CHAPTER 2 OF THE SOUTH BEND MUNICIPAL CODE, BY ADDING A NEW ARTICLE 13, ENTITLED ECONOMIC DEVELOPMENT TARGET AREAS STATEMENT OF PURPOSE OF INTENT: The 1983 Indiana General Assembly amended I.C. 36 -7 -12 to provide at I.C. 36- 7 -12 -38 for the designation of economic development target areas by the Common Council upon favorable recommendation of the Economic Development Commission. NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON COUNCIL, as follows: SECTION I. The South Bend Economic Development Commission has recommended favorably the designation of certain geographic areas within the City of South Bend as economic development target areas. SECTION II. Chapter 2 of the South Bend Municipal Code shall be amended to add a new Article 13, to be entitled Economic Development Target Areas, which shall read as follows: Article 13. Economic Development Target Areas. Section 2 -151. Pursuant to I.C. 36- 7- 12 -38, the following specific geographic territories of the City of South Bend shall be economic development target areas: (a) The area commonly known as the Central Downtown Renewal Area, R -66, which was declared and confirmed as a redevelopment area before March 31, 1983, and amended from time to time, under I.C. 36- 7- 14 -15, I.C. 36- 7- 14 -16, and I.C. 36- 7 -14 -17 (or preceding statutes), by resolution of the South Bend Redevelopment Commission, being Resolutions No. 215, 233, 460, 522, 524, 540, 542, 550, 553, 615, 620, 621, 629, 668, and 669. (b) The area commonly known as the East Bank Development Area, which was declared and confirmed as a redevelop- ment area before March 31, 1983, and amended from time to time, by the South Bend Redevelopment Commission, by Resolutions No. 626, 630, 632, 634, 678, 679, 681, and 684. (c) The area commonly known as the Monroe Sample Develop- ment Area, which was declared and confirmed as a redevelopment area before March 31, 1983, and amended from time to time, by the South Bend Redevelopment Commission, by Resolutions No. 633, 635, 636, 641, 648, 651, 682, and 688. SECTION III. The specific geographic areas designated above as economic development target areas are more particularly described in Exhibit A, attached hereto and made a part hereof. SECTION IV. This ordinance shall be in full force and effect from and at ter its passage and signature by the Mayor. East Bank Development Area: Boundaries of the East Bank Development Area A parcel of land being a part 'of the City of South Bend, Portage Township, St. Joseph County, Indiana and being more particularly described as follows, viz: Beginning at the point of intersection of the North right -of -way line of Sorin Street with the East right -of -way line of Niles Avenue in said City; thence South along said East right - of -way line of Niles Avenue to the centerline of the first fourteen (14) foot alley lying North of Cedar Street and between Niles Avenue and Hill Street; thence East, along said centerline, to the centerline of Hill Street, a sixty -six (66) foot right -of -way; thence South, along said Hill Street center- line, to the centerline of Jefferson Boulevard, an eighty -two and one -half (82.5) foot right -of -way; thence West, along said Jefferson Boulevard centerline to the center of the St. Joseph River; thence in a North- westerly and Northeasterly direction along the centerline of said River to its inter- section with the projected North right -of- way line of said Sorin Street; thence East, along said projection and along said North right -of -way line to the East ris�ht -of -way line Niles Avenue which is the place of beginning. -2-_. of EXHIBIT A TO ORDINANCE NO. (continued) (C) Monroe - Sample Development Area: Boundaries of the Monroe- Sample Development Area A parcel of land being a part of the City of South Bend, Portage Township, St. Joseph County, Indiana, and being more particularly described as follows, viz: Beginning at the intersection of the centerlines of Michigan Street and Monroe Street in said City; thence East, along said Monroe Street centerline, to the centzrline cf Lincoln- . way East; thence Southeasterly along said centerline to its intersection with the centerline of State Road 23; thence Southwesterly and Westerly along said centerline (being, in part, also known as the centerline of Sample Street) to its intersection with the centerline of Michigan Street; thence. To continue further economic development, whether commercial or retail, we have recommended the following target areas for that purpose.
