Re: Ordinance amending Chapter 2 of the South Bend Municipal Code,
by Adding a new Article 13, entitled Economic Development
Target Areas
Dear Councilmen:
The 1983 Indiana General Assembly amended a portion of the
Statutes dealing with the issuance of Industrial Revenue Bonds
pertaining to commercial and retail business ventures, and has
determined that the Economic Development Commission, by resolution,
and the Common Council of the Issuers, (City of South Bend), by
ordinance, must designate certain areas geographically in which
commercial and business industrial revenue bond issues would be
permissible. To continue further economic development, whether
commercial or retail, we have recommended the following target
areas for that purpose.
This ordinance establishes those areas where such development
woxrlTtpe contemplated for the future.
