CONCERNING APPLICATION FOR A
CERTIFICATE OF APPROPRIATENESS

DESCRIPTION OF STRUCTURE/SITE: This home features a two story central block with 1 story wings
to the northeast and southwest. The roof is hipped with asphalt shingles. The second floor windows of the central
block are round pedimented dormers through the cornice and are detailed with metal railings and brick header
course sills. The main entrance is at the northeast wing and is recessed with paneled reveals and sidelights. The
fascia on the central block and the southwest wing is wood, and the soffit is recessed plywood. The fascia and soffit
on the northeast wing of the home has been replaced at some point and is aluminum.
DESCRIPTION OF PROPOSED PROJECT: The applicant has requested approval to:
1) Replace the existing asphalt shingle roof with new CertainTeed Landmark architectural shingles. (Administra-
tively Approved, AA 2024-0910-1).
2) Replace the existing recessed plywood soffit on the central block and southwest wing with new aluminum fully
vented soffit and install all new aluminum fascia over existing wood fascia. Dormers would also be wrapped with
aluminum to cover the wood.
STANDARDS AND GUIDELINES:

SITE VISIT REPORT: N/A
STAFF RECOMMENDATION: Staff would be comfortable with the replacement of the existing plywood soffit
provided that the new aluminum soffit be recessed to mimic the look of the current soffit on the central block and
southwest wing. Staff consider this change in material acceptable should the visual appearance remain consistent.
The recessed soffit is one of the styled details of this mid-century home and creates additional shadows along the
main facade that add aesthetic value. Staff makes a FAVORABLE RECOMMENDATION on the CONDI-
TION that the replacement soffit be recessed as the current soffit is.

Important Information Regarding this Request
REQUIRED DOCUMENTATION AND SITE PLANS
The Historic Preservation Commission of South Bend and St. Joseph County cannot process an Application
without required documentation. Comprehensive documentation provides a complete understanding of the
project. Problems often occur during a project review or during the execution of the project when the
property owner, staff or commissioners are unclear as to project specifics. Applications will NOT be
processed without required documentation.
Photographs may be submitted in digital format or in photographic print. When a project involves
blueprints and/or site plans, one (1) set shall be submitted with the Application. Any documentation
submitted to this office cannot be returned to the applicant.
APPLICATION FEE
The application processing fee for any Application for a Certificate Of Appropriateness is $20
Payment must accompany the application at the time of submission. For an electronically submitted
application, payment must reach the HPC office within 48 hours following transmission. Payment can be
made by credit card by contacting
Business License Administrator Michelle Adams at (574) 235-5912; by cash in person in the Department of
Community Investment on the 14th floor of the County City Building; or by check made out to City of
South Bend. Applications will NOT be processed without the required fee.
MEETING ATTENDANCE
When an Application has been scheduled for any meeting, the owner, architect or contractor(s) retained for
the project shall attend the meeting where their project will be reviewed and a decision rendered. Failure by
the owner, architect, or contractor to attend such meetings may result in denial of the Application due to
insufficient representation.
CERTIFICATE ISSUANCE
Certificates of Appropriateness will be filed with the Building Department of South Bend and St. Joseph
County. A copy of the Certificate will be emailed directly to the owner and/or contractor(s) listed on the
application.
INSPECTION AUTHORITY
All projects will be inspected during and following execution for compliance with the decision(s) rendered
by the Historic Preservation Commission of South Bend and St. Joseph County.
Owner acknowledges that while the Historic Preservation Commission only considers Certificates of
Appropriateness for exterior features, under certain circumstances it may be necessary for the Commission
Staff to have access to the interior of the building in order to accurately assess the condition of the exterior
feature and that the lack of access to the interior may prevent the Commission Staff from making a
favorable recommendation.
Any work performed on a historic landmark or in an historic district which does not conform to the
Certificate of Appropriateness certificate shall be immediately halted by the Historic Preservation

Commission and the Building Department of South Bend and St. Joseph County. Fines may be levied for
projects not in compliance.

Description of Proposed Work:
Replacing all existing shingle roof sections (existing roof is a burnt sienna color shingle) with new
architectural shingles in Burnt Sienna color.
Replace all existing plywood soffit areas with new aluminum fully vented soffit, and install all new
aluminum facia over existing wood facia. The current color of the painted plywood and soffit is dark
brown which we will be covering with a similar brown soffit/facia (see attached website showing color
#502 - Brown).

I am following up to ask if you have discussed plans for the replacement of the soffit.
If you would like to replace the soffit without mimicking the recessed look of the current soffit, we will
need to schedule you for the October 21 Historic Preserva on Mee ng so that the commission can
deliberate on the change in appearance as well as material.
This work can be administra vely approved should the replacement soffit mimic the current soffit.

A ached is the COA for the roof project at 1345 E Wayne Street. This COA only covers the roofing work
and not the soffit replacement por on of work.
As I communicated to James on the phone, we would require that any replacement soffit be recessed to
mimic the look of the current soffit. If you would like to request a varia on in look, it would have to be
heard by the Historic Preserva on Commission, which meets monthly.
The next mee ng of the Commission is on October 21.

Hi Kate,
There is one wing of the house that currently has aluminum soffit and facia on it, and that is the north (or north-
east) wing of the house. Our proposal is to match that part of the house on the remaining areas of the home
which would be the center two story sec on, as well as the west (south-west) wing of the home. Hopefully that
makes sense.
