Councilmember Troy Warner motioned to approve the January 9, 2023 and February 27, 2023 Common Council meeting minutes, which was seconded by Councilmember Canneth Lee and carried by five (5) ayes with three (3) councilmembers abstaining and one (1) councilmember absent. Councilmember Warner congratulated the Clerk Office's staff for their work. SPECIAL BUSINESS Councilmember Lee presented a Special Resolution for St. Joesph High School Girls' Tennis team. Bill Mountford, Coach of the St. Joesph High School Girls' Tennis team, 52508 Glenmore Court, Granger IN 46560 thanked the Council for this resolution. Councilmember Bolden-Simpson congratulated the players for their success. Councilmember White congratulated the team for their success. White—Aye Councilmember Rachel Tomas Morgan—Aye 2 REGULAR MEETING July 22, 2024 PUBLIC HEARINGS BILL NO. 30-24 PUBLIC HEARING ON AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AMENDING THE ZONING ORDINANCE FOR PROPERTY LOCATED 1022 E COLFAX AVENUE, COUNCILMANIC DISTRICT NO.4 IN THE CITY OF SOUTH BEND, INDIANA Clerk Tirado read the bill to the Council for its second (2°d) reading. After the second (2"d) reading, Councilmember Lee requested the committee report. Councilmember Dr. Davis stated that Bill No. 30-24 went before the Zoning and Annexation Committee and comes with a favorable recommendation. Councilmember Lee requested that the petitioner(s) state their name and address and share key points before the council. Skip Morrell, Zoning Specialist with offices on the 141h floor of the County-City Building, spoke regarding Bill No. 30-24 which change the parcel from Urban Neighborhood Two (U2) to Neighborhood Center(NC)which skips one(1)zoning level Urban Neighborhood Flex(UF).This would be the same zoning as the parcel next door, which is also owned by the petitoner. The petitoner intends to open a beauty shop at this location. Councilmember Lee requested questions from the Council. Councilmember Tomas Morgan asked about the landscaping requirements. Skip Morrell answered that the property meets the requirements. Councilmember Tomas Morgan asked why the property is not being brought up one step in zoning. Councilmember Tomas Morgan stated that this has happened in the past, and it was not a good result. Justine Webb, 1022 E. Colfax Ave, South Bend IN 46617, the petitioner, speaks in support of Bill No. 30-24. Justine Webb stated that there will be issues with her insurance if the two properties are in different zoning classes. Council Vice President Niezgodski asked if the property is a historical property. Justine Webb stated that she is not sure. Council Vice President Niezgodski asked if the property next door has a home on it. Skip Morrell answered yes. Councilmember Bolden-Simpson asked which home is historic. Justine Webb answered 1026 E Colfax is historic, and she believes that the property located at 1022 E Colfax is as well. Councilmember Lee asked if the two parcels owned by Webb Squared LLC share a parking lot. Skip Morrell answered yes. Councilmember Lee opened the public hearing. Jordan Giger 302 S Falcon Street, South Bend IN 46619, spoke in support of Bill No. 30-24. Councilmember Troy Warner stated that it does need to take two (2) steps up in zoning as (UF) would be sufficent for the use of the property. Councilmember Warner stated that uses for a property are temporary but the zoning is permanent. Councilmember Dr. Davis stated support for Bill No. 30-24. 3 REGULAR MEETING July 22, 2024 Councilmember Tomas Morgan stated that it can be a slippery slope upzoning properties in a neighborhood. Councilmember Dr. Davis motioned to send Bill No. 30-24 to the Full Council with a favorable recommendation, which was seconded by Councilmember White and carried by a vote of six (6) ayes and two (2) nays with one (1) councilmember absent. Councilmember Warner stated that Bill No. 33-24 went before the Community Investment Committee and comes with a favorable recommendation. Councilmember Lee requested that the petitioner(s) state their name and address and share key points before the council. Caleb Bauer Executive Director of Community Development with offices on the 141h floor of the County-City Building spoke regarding Subsitute Bill No. 33-24. This plan would allow for ninety two (92) homes to be built in the Lincoln Park Neighborhood. All of these homes are going to be built on vacant lots. The homes will be built by a CDC named Intend Indiana. The loan from the City would be five million dollars ($5,000,000) over five years paired with twenty five million dollars ($20,000,000) of private investment. Jeb Reece, Associate Director of Land Banking and Strategic Planning at Intend Indiana, with offices at 1704 Bellefontaine St., Indianapolis, IN 46202 spoke in support of Subsitute Bill No. 33-24. Ben Harris, Director of Real Estate Development at Intend Indiana, with offices at 1704 Bellefontaine St., Indianapolis, IN 46202 spoke in support of Subsitute Bill No. 33-24. Ben Harris stated that Intend Indiana have reached out to the Lincoln Park Neighborhood and are preparing resources for the communtiy on how to receive these homes. Councilmember Lee requested questions from the Council. Councilmember Tomas Morgan asked about the process of calculating the loan amounts from the City. 4 REGULAR MEETING July 22, 2024 Caleb Bauer answered that they are found through negotiantions with the orgnanziation receiving the loan. Councilmember Lee asked what the income would be to qualify for one of these homes at 80% below Area Median Income(AMI). Caleb Bauer answered that in a single income home would forty-eight thousand dollars ($48,000) a year for single family home. Councilmember Lee held the public hearing. Don Foster, 132 Chapin Street, South Bend IN 46601 stated that this project should use masonry for these homes. Councilmember Tomas Morgan thanked the developers for their work. Councilmember Tomas Morgan stated that it is very important for the City to have mixed income communities. Charlotte Pfeifer stated that one (1) of the homes will be built by the students of Riley High School which is in the same neighborhood. Ann Mannix, 724 W Washington Street, South Bend IN 46601 spoke in support of the resolution and stated that people are excited for these homes. Ann Mannix stated that over fifty precent(50%) of the appilcants of these homes are in the low income bracket. Ann Mannix broke down how much each home costs. Councilmember Lee held the public hearing and nobody spoke. Councilmember Warner thanked 466 Works for their investment in this neighborhood. He also thanked the Community Investment Staff for their work on these projects. Councilmember Dr. Davis thanked Charlotte Pfeifer for her work on this project. Councilmember White spoke in support and stated the importance of affordable housing. Councilmember Gooden Rodgers thanked 466 Works for their investment. Councilmember Lee thanked the petitioners for their work and investment. Erik Glavich, Director of Growth and Opportunity with offices on the 141h floor of the County- City building spoke regarding Bill No. 24-24. The new tax benefit from this property when it is completed would go from two thousand seven hundred and twenty dollars ($2,720) to eleven thousand eight hundred and seventy six dollars ($11,876)per year. This will allow for a market to be opened at this location and a small breakfast restaurant. Amanda Schatz, 701 Portage Ave, South Bend IN 46616, owner of the property spoke in support of the resolution. Amanda Schatz stated that this busniess would be built to cater families in the area. Andrew Casper, 701 Portage Ave, South Bend IN 46616, owner of the property spoke in support of the resolution. Andrew Casper stated that it is catered towards walk in costomers, so it would not require additional parking. Councilmember Bolden-Simpson asked for the contact information ofAmanda Schatz so she could connect the church adjacent to the property. Andrew Casper stated that he has reached out to the church.
