Reviewing and proposing upgrades to computer systems and web sites,
developing availability and access to GIS data and related technologies are just some of its many activities.

Per requirements of the Indiana Department of Local Government Finance ("DLGF"), when this bill is voted upon, each Councilmember's vote must be reflected on the last page of Exhibit B ("DLGF Budget Form No. 4"), and each Council member must sign this page of Exhibit B.
It should be noted that the exhibits will be forthcoming in a substitute ordinance.

RE: Re-Affirmation of the Annual Pay and Monetary Fringe Benefits for the South Bend Police Department
Dear President McBride:
On October 24, 2022, the South Bend Common Council passed Ordinance No. 10891-22, which established the
annual pay and monetary fringe benefits for all sworn members of the South Bend Police Department for
calendar years 2023, 2024, and 2025. This action followed successful labor negotiations between the City
Advisory Negotiating Team working with our Agents who negotiated with the FOP Negotiating Team and their
Agent.
All annual pay amounts and monetary fringe benefits set forth in the proposed 2025 budget for the Police
Department reflect the exact amounts originally established in Ordinance o. 10891-22. The attached ordinance
re-affirms all of those monetary amounts and programs for the 2025 calendar year, which were originally part of
the 3-year agreement.
I will present this bill to the Common Council at the appropriate committee and council meetings. It is requested
that this bill be filed for 1st reading on September 23, 2024, with 2nd reading, public hearing and 3rd reading

you know, this ordinance is a part of the City budget which must be approved

This ordinance proposes a 3% increase in Council members' salary from
$21,960 to $22,619. This increase is in line with proposed increases for many
other City employees.
In order to comply with the necessary three readings and public hearing, I ask
that this be scheduled for first reading on September 23, 2024, and assigned to
the Personnel and Finance Committee for second reading, followed by third
reading and public hearing at the full Council meeting on October 14, 2024.

abatement petition submitted by Property Bros LLC, an Indiana Limited Liability Company. This

The report contains the Department's findings relative to the above-mentioned petition. The
petitioner intends to construct four new duplexes at 619 Sherman Avenue, 620 Sherman Avenue, and 1021 ½-1023 ½ Lincoln Way West. The new residential units are being developed as part of a larger project dubbed the Legacy Project, which has a goal of providing high-quality affordable housing in the Near Northwest Neighborhood. In October 2023, the Common Council confirmed a real property tax abatement for Phase One of this project, which included two rehabilitations (Scott Street and Cottage Grove Avenue) and a new duplex on Sherman. The first phase is nearly complete, and the petitioner now seeks an abatement for Phase Two.
The total investment for this phase of the project is $1,440,000. Because this phase is only one piece of a larger project, staff recommends an eight-year (8) multi-family residential real
property tax abatement. A representative from Property Bros, LLC, will be available to
meet with the Committee on Monday, October 14, 2024.

Other planned improvements concern sprinkler pipe replacements, boiler conversions, elevator upgrades, and HVAC replacements.
The total investment for this project is $9,200,000. The project meets the qualifications for a nine-year (9) hotel/motel development real property tax abatement.

I am submitting a petition to vacate the alley located between S. Chestnut Street and S. Walnut Street, as
highlighted in the attached image. The purpose of this petition is to request that the public access to this
alley be vacated for the following reasons:
