East Res. * Funds are subject to the City Controller's determination of availability; if funds are unavailable, as solely determined by the City Controller, then the authorization of the expenditure of such funds shall be void and of no effect. PURPOSE OF REQUEST: Staff requests a $500,000 budget appropriation to fund the emergency demolition of the church sanctuary located at 749 Harrison Ave. SPECIFICS: City staff have been monitoring deteriorating conditions of the church sanctuary at 749 Harrison Ave for a number of months and a demolition order was affirmed for the property. Recently, an analysis by a structural engineer found that the sanctuary portion of the building in danger of imminent collapse, particularly in inclement weather. In the event that the sanctuary collapses, the buttresses may collapse outward from the sanctuary and could pose serious danger to the public right-of-way or adjacent properties. Staff have moved forward with receiving quotes for an emergency demolition to resolve the public safety risk prior to winter weather further degrading the building.
