Klosinski, P.E., Assistant City Engineer SUBJECT: Agenda Request – Professional Services Odor Control Study – Pilot Test (PROJ00000434, PR-00036435) DATE: September 30, 2024 The Division of Engineering and Division of Wastewater recommend the Board of Public Works approval of an Odor Control Study – Pilot Test scope of work to be performed by Premier Magnesia from mid-October 2024 through late October 2024. Background In 2014, the City of South Bend Division of Environmental Services installed a calcium nitrate (Bioxide) system at the Geyer Ditch Pump Station and Sage Road Pump Station to reduce hydrogen sulfide levels, control sulfides, and provide odor control. The two pump stations are part of the IN Tek and IN Kote Sanitary Trunk Sewers that were built between 1988 – 1992 that carry residential and industrial wastewater from New Carlisle, IN. After a decade of using calcium nitrate, the effectiveness of the product has decreased, and we have documented an increase in hydrogen sulfide levels through odolog sampling. This poses three key concerns (1) exposure of personnel to hydrogen sulfide, (2) odor issues, and (3) deterioration of pipes, structures, and equipment due to prolonged exposure to hydrogen sulfide. Follow-up sampling and dosage adjustments in 2023 and 2024 provided enough data for the City to investigate different products that may be better suited for the chemical addition application for this sanitary sewer system. To provide a better understanding of alternate products and confirm their effectiveness, City Engineering and Wastewater have been working with Webster Environmental Associates (consultant) and Premier Magnesia (a Product Supplier) to develop an alternative pilot test for testing a different chemical called Magnesium Hydroxide for hydrogen sulfide reduction in the IN Tek Sanitary Trunk Sewer. Premier Magnesia has provided a unit price quotation to provide temporary equipment and conduct the pilot test over a two-week trial period beginning in mid-October through the end of October 2024 to dose the sanitary trunk sewer with magnesium hydroxide. The goal of this pilot test is to collect dosage data to determine whether magnesium hydroxide is effective for hydrogen sulfide reduction in the IN Tek Sanitary Trunk Sewer. During the study, odologs (metering equipment capable of collecting air quality concentration data over a period of time) will be deployed in the IN Tek sanitary trunk sewer to test for hydrogen sulfide concentrations upstream and downstream of the dosage point. By the end of the study, the collected data collection should provide the City with enough information to assess whether Magnesium Hydroxide is an effective alternative product to calcium nitrate. The success of the pilot test will be evaluated over a few parameters including, but not limited to, dosing rates, a comparison of annual costs for chemical dosing alternative products, equipment evaluation, operation and maintenance between the existing and alternative product, and power usage. This pilot test may drive the basis of design for a new chemical feed system for the IN Tek Sanitary Trunk Sewer. A similar evaluation may be considered for the IN Kote Sanitary Trunk Sewer in the future, but a dosage study for that sewer would be premature given the increased flows expected by the developments at the Indiana Enterprise Center area.
