ORDINANCE NO. 7196 -83
AN ORDINANCE ESTABLISHING THE VOLUNTEER
PROGRAM FUND.
STATEMENT OF PURPOSE AND INTENT
It is beneficial for the City of South Bend to utilize a
Volunteer Program within the various departments. Volunteers
will provide additional expertise and efficiency where limited
funds do not allow the city to acquire these services.
A separate non - reverting fund is needed in order for the City
to accept grants, and donations for the Volunteer Program, and
to make expenditures for related costs of the program.
NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE
CITY OF SOUTH BEND, INDIANA:
SECTION I. That a non - reverting fund be established to be
known as the Volunteer Program Fund. The fund may receive monies
from grants, donations, or any other monies given to the City
that may be used for volunteers. Monies may be expended from
the fund for any costs related to or incidental to the use of
volunteers by the City.
SECTION II. Semi - annual Financial Report Required.
(a) The Department of Administration and Finance shall submit
to the Common Council of the City of South Bend, a financial state-
ment of the affairs of this fund on a semi - annual basis, which
statement shall show receipts for the period as well as expenditures.
(b) The financial statements shall be filed with the City
Clerk on December 31 and June 30 of each calendar year, and shall
cover the period six (6) months prior to said dates.
SECTION III. That this Ordinance shall be in full force
and effect from and after its passage by the Common Council, and
approval by the Mayor.

Re: Volunteer Coordinator
During the past several months, the City has been working with
the Junior League of South Bend, Inc., in analyzing government
services in an attempt to determine whether or not there is. a place
for volunteer service within the governmental structure and how such
services could best be utilized. The results of our efforts have
indicated that there is, indeed, a need for and a place for volun-
teers within City government. Through the use of volunteers the
City will be able to provide services which would otherwise be
eliminated or curtailed because of budgetary constraints, and at
the same time give citizens an opportunity to contribute to the
general welfare of our community while learning first hand how the
City government operates.
In order to take advantage of the volunteer labor force within
the community it will be necessary to establish a position of
Volunteer Coordinator. The Volunteer Coordinator will be responsible
for the recruitment, organization, training and placement of volunteers
in various departments within the City. In addition, the coordinator
will work with the Junior League in raising funds and seeking grants
for the project as well as in monitoring, evaluating and improving
the program as it develops.
The Junior League will be furnishing $3,000.00 annually toward
the salary of the Volunteer Coordinator, with the balance of the
salary coming out of revenue sharing funds.
The attached ordinances create the position of Volunteer Coor-
dinator, establish a separate Volunteer Program fund, appropriate
money from that fund, and authorize the appropriation of the revenue
sharing funds. We ask for your favorable consideration of these
ordinances.
