Persons in attendance included the following individuals representing the following entities: Rachel Tomas Morgan Bob Palmer Samuel Turck Matthew Neal Rob DeCleene Segreant J arveair Bourn Tim Sexton Dawson Kiser Maeve Miller Ivy Munoz Ashley Chaveriat Brantley Taylor South Bend Common Council Council Attorney City Clerk's Office City Clerk's Office IUSB South Bend Police Department Notre Dame Notre Dame Notre Dame Saint Mary's Saint Mary's Ivy Tech Introductions of 2024-25 Student Body Leaders & General Updates from Member Organization Representatives Indiana University South Bend Overview Rob DeCleene, Vice Chancellor for University Relations and Advancement at Indiana University South Bend (IUSB), gave an overview of the current state of IUSB. Enrollment increased in 2025, with four thousand six hundred and thirty (4,631) students enrolled in the fall semester. The Dwyer Healthcare Simulation Center opened at the beginning of the fall semester; it is a ten thousand (10,000) square foot nursing and radiography center located on Northside Boulevard. Ninety percent (90%) of the health and science students at IUSB stay and work in the area after graduation. From October 6th to the 8th, IUSB is hosting the University Economic Development Association annual summit. The summit will bring one hundred and fifty (150) university economic development colleagues from across the country to South Bend. Rob DeCleene thanked Tim Sexton and the University of Notre Dame for their partnership at a reception during 1 the summit. Chancellor Susan Elrod will leave the university at the end of the fall semester. A search for her replacement has started, and the final candidates will be on campus by the beginning of December. Chair Tomas Morgan asked if the IUSB student leaders were in attendance. Rob DeCleene stated that they are not, and he will follow up with them to ensure they will be at the next meeting. Chair Tomas Morgan asked if the University Economic Development Association summit is open to the public. Rob DeCleene stated it is open to the public, and more information can be found at: Home Page - UEDA I University Economic Development Association (universityeda.org) Notre Dame Overview Gwen O'Brien, Director of Community Relations in the Office for Public Affairs at the University of Notre Dame, gave an overview of the beginning of the 2024 fall semester. The semester started with the Inauguration of Notre Dame's eighteenth (18th) President, Father Bob Dowd, who shared his vision of connecting not just local communities but communities around the globe. Following the inauguration, the Inauguration Build started in partnership with Habitat for Humanity, working on five (5) houses five (5) in the Near Northwest Neighborhood of South Bend-over seven hundred and fifty (750) faculty and staff. The Urban Trail is nearing completion, connecting downtown South Bend and Notre Dame's campus. It will be completed by mid-October. The ribbon cutting will occur in the spring of 2025. The groundbreaking for the Veldman Family Psychology Clinic occurred on Friday, September 20, 2024. Tim Sexton, Associate Vice President for Public Affairs, noted Dawson Kiser's speech as Student Body President at Father Dowd's inauguration. Dawson Kiser, Student Body President at Notre Dame, stated that he is a semor studying Strategic management with a Theology minor and is originally from Tampa, FL. Maeve Miller, Student Body Vice President at Notre Dame, stated that she is a junior studying sociology and Spanish and is originally from Oldsmar, FL. Dawson Kiser stated that multiple student government representatives spoke at the Inauguration Build. That student government intends to foster community in the Notre Dame Student body and the greater South Bend community. Two departments at Notre Dame are tasked explicitly with continuing and growing outreach between Notre Dame and South Bend. They are the Department of South Bend Engagement and Community Outreach. Maeve Miller stated that one (1) of Notre Dame's more significant community outreach initiatives is the Back to Bend Community Service event, which will occur in the spring semester. The South Bend Farmers Market occurred on campus over a game-day weekend and was a huge success. The South Bend Monthly Digest on Notre Dame's Student Government social media platforms gets students off campus. It drives engagement in the community in different ways, whether supporting local businesses or providing community service opportunities. Dawson Kiser stated that as the Urban Trail nears completion, the student government will market the opening to students to increase usage from the start. 2 Saint Mary's Overview Ashley Chaveriat, president of Saint Mary's Student Government (SGA), stated that she is a senior studying Communication Studies with mmors m Business and Public Relations/ Advertising. Ivy Munoz, SGA's Director of External Affairs, stated that she is a junior studying political science, justice studies, and gender women's studies. She is originally from Chicago, IL. Vice President of Missions Julianne Wallace has left St. Mary's; her replacement will attend future meetings. Ashley Chaveriat stated that St. Mary's Spirit Week runs from September 23 through September 28. There is an upcoming yachting event on Lake Marion. SGA is focused on increasing student pay on campus. A farm on campus provides fresh produce on Fridays and allows students to care for the chickens. SGA fosters community interaction through volunteering at the Our Lady of Our Road homeless shelter on Fridays and working with Beyond the Bell. Two (2) St. Mary's alums created an organization to give free period products to students on campus, and SGA hopes to expand that onto other campuses. Sister Madeleva was the third (3 rd) President of St. Mary's. A conference in her honor will be held on October 5th, 2024. Holy Cross Overview Allen Machielson, Dean of Student Engagement at Holy Cross, gave an overview of the start of the fall semester. Allen Machielson stated that he started in this position at the beginning of the fall semester. Before that, he spent five (5) years at the University of Saint Francis in Fort Wayne, IN, eleven (11) years at Manchester University in North Manchester, IN, and Sacred Heart University in Fairfield, CT. A new shrine, Our Lady of Sorrows, was blessed by Bishop Rhodes. There is a life-size crucifix and a statue of Our Lady of Sorrows. It is an excellent place for the students, facility, and staff to gather or worship private devotion. Allen Machielson stated that he would relay the contact information of the Holy Cross's student representatives so they can attend future meetings. Ivy Tech Overview Brantley Taylor, Dean of Students Success and Equity at Ivy Tech South Bend-Elkhart, gave an overview of the start of the fall semester. The semester started with the induction of Chancellor Dr. Patrick Elert of the South Bend-Elkhart campus. The enrollment for Ivy Tech South Bend- Elkhart has increased, with over four thousand (4,000) students. The Blaze Week activities started with a casino day. All nineteen (19) Ivy Tech campuses are participating in the Purple Star Initiative, which helps veterans learn academically and socially. South Bend Police Department Overview Segreant Jarveair Bourn of the South Bend Police Department stated that he is the supervisor for all Community Resource Officers, who serve as the community outreach team of the department. These officers can help off-campus students by responding to neighbor disputes or people disturbing their area. Most campuses have law enforcement agencies, but the South Bend Police Department is always willing to help. Fusion Fest succeeded with the Police Department partnering with many City departments. The Police Department has its own bounce house, which was present at Fusion Fest. The Cops and Goblins event is scheduled for October 29, 2024, from 5:30 p.m. to 7:30 p.m. at the Century Center. The next monthly crime stat meeting is scheduled for October 9, 2024, and it is a good way for the students to know what is happening in their area regarding crime. Chair Tomas Morgan asked if the crime stat meetings are in person. 3 Segreant Jarveair Bourn stated they were in person at 701 West Sample Street, South Bend, IN 46601 , at 6:30 p.m. Chair Tomas Morgan asked where the monthly reports are posted for the public. Segreair Bourn stated that the reports are posted on the Transparency Hub, and anyone can contact him directly, and he will send the reports. Common Council Updates Chair Tomas Morgan stated that the Common Council is in the process of approving the City's budget for 2025. There has been increased community engagement with the budget process, and the final budget meeting and public hearing will be on October 14, 2024. By State law, the City is required to pass the budget by November 1, 2024. All the Common Council meetings and budget hearings are open to the public in person and through teams. For Consideration: 2024-2025 Meeting Schedule Proposed Meeting Dates Chair Tomas Morgan stated that the usual cadence of meetings is the fourth ( 4th) Tuesday of the month at 3:30 p.m. This fall, those weeks fall during the campus's fall breaks. Chair Tomas Morgan proposed moving the October meeting date to October 15, 2024, or October 29, 2024. For the last meeting, the options were November 19, 2024, or December 3, 2024. There are no conflicts in the spring so that the meetings will be scheduled on the fourth ( 4th) Tuesday of each month. Dawson Kiser preferred the October 29, 2024, meeting date as the other meeting date would be during the Notre Dame student's midterms. Chair Tomas Morgan stated the next CCAC meeting will occur on October 29, 2024, at 3:30 p.m. Rob DeCleene preferred the December 3, 2024, meeting date, allowing a month between meetings. Chair Tomas Morgan stated the remaining meetings this semester are October 29, 2024, and December 3, 2024. These meetings will be held at the Technology Resource Center (TRC) at 1165 Franklin Street #100, South Bend, IN 46601 , and can also be joined on Teams.
