Councilmember Tomas Morgan stated that quorum had been met and began the election of officers for 2024. City Clerk Bianca L. Tirado asked for nominations for Chair. Pam Claeys nominated Councilmember Tomas Morgan for Chair, which was seconded by Brantley Taylor and carried by a vote of acclimation. Chair Tomas Morgan nominated Clerk Tirado, or her designee, for CCAC Recorder, which was seconded by Pam Claeys and carried by a vote of acclimation. Pam Claeys moved to approve the 2023 CCAC Annual Report, which was seconded by Brantley Taylor and carried by a vote of acclimation. Officer Jarveair Bourn gave more public safety updates. Officer Bourn stated that the Real Time Crime Center currently has seven hundred and fifty-six (756) cameras and has been approved to hire two (2) more analysts, which allows coverage for six ( 6) days a week, eighteen ( 18) hours each day. Chair Tomas Morgan asked if the seven hundred and fifty-six (756) cameras include on-campus cameras. Officer Bourn stated that the seven hundred and fifty-six (756) cameras include on-campus cameras, City-owned cameras, as well as privately-owned cameras. Chair Tomas Morgan asked Officer Bourn to elaborate on the new resource officer team. Officer Bourn stated that two (2) new resource officers were hired this past fall. The resource officers allow the South Bend Police Department the opportunity to be more active in the community. The South Bend Police Department did a Safety Summit for Indiana University South Bend (IUSB) which was very well attended. Chair Tomas Morgan asked if the resource officers cover specific parts of the City. Officer Bourn stated that one officer covers the eastside, and one covers the westside. Gwen O'Brien asked if they are sworn officers. Officer Bourn stated yes and explained that they are experienced and are not new to the area. Chief Buchanon stated that any residents with questions for the Fire Department should feel free to call the department. Rob DeCleene stated that the IUSB Safety Summit went well. The River Park Neighborhood Plan has a draft in the works. IUSB's spring enrollment led all IU campuses by percentage. The Dwyer Healthcare Simulation Center is nearing completion and will have a grand opening later this fall. IUSB is in the design phase for an innovation and entrepreneurship center in Northside Hall. IUSB will be hosting the University Economic Development Association summit this fall. Chair Tomas Morgan asked for more information regarding the IUSB Safety Summit. Pam Claeys stated that the audience had a mix of people that live, work, and learn in the City. The IUSB Honors Program was critical for the marketing of the summit. Brantley Taylor stated that Ivy Tech has beaten their enrollment benchmarks. Ivy Tech has implemented several workshops including ones regarding financial literacy and nutrition & wellness. Ivy Tech's Latino Student Union attended a conference in Chicago this past weekend. Ivy Tech's Black Student Union provided several different activities around campus. Chair Tomas Morgan asked Dr. Taylor if he could invite a student representative in the future. Brantley Taylor stated that he would. Daniel Jung stated that there have not been any safety concern flare-ups at Notre Dame. In January Notre Dame hosted NDPD Table Talk to give Notre Dame students a chance to get to know officers on a more personal level and saw eighty (80) people in attendance. On March 27, 2024 Notre Dame has its Taste of South Bend event to familiarize students with local restaurants. 2 ,, . ,.( Notre Dame also has Back the Bend on March 23, 2024. Last year Back the Bend saw six hundred (600) students in attendance and this year the goal is one thousand (1,000) students. Gwen O'Brien stated that Red Cross is having Notre Dame students go door-to-door to distribute and help install smoke detectors. Pam Claeys stated that the Fire Department has a similar smoke detector distribution program. Gwen O'Brien stated that Notre Dame has several construction projects occurring in partnership with the City. There is free tax preparation help at the Robinson Community Leaming Center on March 2nd, April 6th, and April 13 th from 9:00a.m.-12:00p.m. Sheriff Redman asked when Spring Break is for Notre Dame. Gwen O'Brien stated that St. Patrick's Day weekend marks the end of Spring Break week for Notre Dame. Scarlet Peters and Hannah Kaser gave updates regarding Saint Mary's. Saint Mary's is in the process of finalizing the addition of a Disabilities Chair on campus and is entering their donation challenge time. Chair Tomas Morgan stated that she would like to have current student leaders help ease the transition for the incoming student leaders, as well as join them in the upcoming April meeting. Pam Claeys stated that the River Park Clean-Up event is Saturday May 4th, 2024 from 8:00a.m.- 12:00p.m. Chris Dressel is coming to the River Park Neighborhood meeting in March to give an update on the River Park Neighborhood Plan. There are many events happening around the City for Eclipse Day, Monday April 8, 2024. Rob DeCleene stated that all IU campuses will be closing for Eclipse Day, and IUSB is having eclipse meetings leading up to Eclipse Day. Chair Tomas Morgan stated that the new South Bend Common Councilmembers could not make it to today's CCAC meeting but will be trying to attend CCAC's meeting in March. The Downtown South Bend Plan has a workshop on March 5, 2024 from 12:00p.m.-6:00p.m. at the South Bend Public Library. Chair Tomas Morgan would like to ask the Department of Community Investment to attend CCAC's March meeting to give updates regarding the Downtown South Bend Plan. Chair Tomas Morgan stated that South Bend's St. Patrick's Day Parade will begin in the East Bank.
