To stimul ate community awareness of equal protection of the law in protected areas through education, collaboration, and coordination with other community agencies. The South Bend Human Rights Commission was formed in 1956. CITY OF SOUTH BEND, IN Meet the HRCTeam Promoting and Protecting Human Rights within the City of South Bend and St. Joseph County CITY OF SOUTH BEND, IN Human Rights Commission Roles Executive Director Provides strategic leadership for d1e administration, operation, and functions of the Human Rights Commission in accordance with the City of South Bend Human Rights Ordinance and St. Joseph County Human Rights Ordinance. Manages and guides staff in the identification, investigation, mediation, and adjudication of human rights discrimination claims in housing, employment, public accommodations, and education. The Executive Director also develops and implements educational workshops and training on discrimination for local and regional businesses, realtors, housing authorities, school systems, parks, and applicable public works units. Complete required community grants and establish community relationships. Maintain and update HRC ordinances, policies and rules and regulations. Housin Manaoer & Em lo ment Mana ers Complete required HUD and EEOC grants, maintain HUD and EEOC databases and create reports. Manage and conduct online and in person workshops and training opportunities for community. Enforces anti-discrinlination legislation and conducts educational presentations concerning Americans with Disabilities Act, discrimination in employment, education, public accommodation, sexual harassment and sotne housing. Makes recommendations to the E,e.cutive Director concerni.ng discrimination complaints. Conducts investigative work regarding complaints filed with the Commission. Interviews Complainants and Responde.nts, performing conciliatory work and other related tasks. Keeps a breast of alJ new laws and cases concer.ning discrimination and Civil Rights. Assist in training of other invescigative staff and supervise staff Intake ordina or Intake and draft alJ complai.nts. Responsible for collecting relevant i.nformation from clients and coordinating services with staff Investigators and Housing and Employment Man.,gers. Maintain and track expe.nses, PCard transactions, reimbursements, payme.nts through DFO. Creates and distributes alJ HRC notices. Maintains intern.-.! tracking database, EEOC database and HUD database. Coordinates and distributes Commission Board Packets. lnvesti tor V Conducts investigative work regarding complaints filed with the Commission. Interviews Compbinants and Respondents, performing conciliatory work and other related tasks. Intakes and drafts comphiots in Housing and other areas when required. Prepares Final Investigative Reports. Conducts Fact Findi.ng Conferences, On-site Investigations, \X'itness Interviews and Conciliation Conferences. Presents educational seminars to business, community and governme.nt groups relative to discrimination. Maintains files and alJ documentation concerning discrimination in cases U.1 a confidential manner. Administrative Assistant II Maintain the Executive Director's calendar arranging meetings, conferences, a.nd travel. Process alJ incomi.ng and outgoing mail relati.ng to cases be.i.ng investigated by the department. Responsible for compili.ng, preparing, and distributing the Commission's monthly work product Organize and oversee travel arrangtments, and meeting facilities. Responsible for recording a.nd transcribing Commission minutes and creating the agenda. Intake and draft complaints.
