AN ORDINANCE TRANSFERRING $299,918.00
BE'T'WEEN ACCOUNTS, THE ACCOUNTS BEING
WITHIN THE DIVISION OF COMMUNITY
DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The Jobs Bill application submitted to the Dept. of Housing and Urban
Development outlined specific funds for Western Avenue projects. A part of
that project, the Commercial Rehabilitation Loan Fund, will not be required
by the anticipated ending date of Jobs Bill funds.
The Studebaker Corridor project outlined in the 1984 CDBG application is
planned for the 1984 construction season and should be completed within the
Jobs Bill funds timetable.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I. The sum of $299,918.00 is hereby transferred
among the accounts as set forth below:

The ordinance submitted for your consideration would
transfer funds between two different CDBG sources for two
approved CD projects.
The appropriation ordinance would transfer $150,000 of
CDBG -Jobs Bill funds appropriated for the Western Avenue
Commercial Rehabilitation Fund to the Studebaker Corridor
Improvement Fund; and, in turn, transfer $149,918 of CDBG funds
from the Studebaker Corridor Improvement Fund to the Western
Avenue Commercial Rehabilitation Fund.
The purpose of this transfer is to allow the CDBG -Jobs Bill
funds (which must be spent or obligated by December 31, 1984) to
be used for a construction project that will be underway prior to
the CDBG -Jobs Bill expenditure deadline.
At the same time, the transfer would ensure that the Western
Avenue Commercial Rehabilitation Program could be carried out
effectively and efficiently after due consideration by the
Western Avenue Task Force without a HUD imposed deadline.
