CALL TO ORDER – 6:00 pm II. ROLL CALL III. PUBLIC HEARING a. CERTIFICATE OF APPROPRIATENESS i. 2024-0422 322 West Washington Street Local Landmark, Ordinance #6777-1980 (Audio Position: 0:00:42) The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Staff Recommendation: Although this house is a good example of “Yankee Style” gutters, the removal and installation of new gutters and the ability to add “Yankee Style” gutters back in the future will not negatively detract from the overall appearance or permanently damage the integrity of the house. Due to the deterioration and lack of contractors able or willing to install new “Yankee Style” gutters, staff makes a FAVORABLE RECOMMENDATION for removal of the Yankee Gutters and replacement with new. Staff makes an UNFAVORABLE RECOMMENDATION for the use of “K” style gutters and asks the applicant to consider amending the application to install half-round gutters. The applicant was represented by: Eric Horvath 322 W Washington St, South Bend, IN, appeared in person to speak as the applicant. After due consideration the following action was taken: CITY OF SOUTH BEND AND ST. JOSEPH COUNTY | HISTORIC PRESERVATION COMMISSION Page | 2 May 20, 2024 Upon a motion by Don Dietz, seconded by Peter DeKever, and UNANIMOUSLY carried by vote, the Historic Preservation Commission amends Certificate of Appropriateness Application #2024-0422 from the installation of “K” style gutters to the installation of half-round gutters. The public was represented by: There was no one from the public to speak in regards to this application. After due consideration the following action was taken: Upon a motion by Joan Downs-Krostenko, seconded by Don Dietz, and UNANIMOUSLY carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2024-0422 as amended. Vote: 5-0. Five in favor, none opposed. COA#2024-0422 is APPROVED. ii. 2024-0513 1218 East Wayne Street South East Wayne Street LHD, Ordinance #7796-87 (Audio Position: 0:05:57) The staff report was presented by: Ross Van Overberghe, Historic Preservation Administrator Staff Recommendation: The proposed addition on the rear of the house will not negatively impact the integrity of the house. It will be minimally visible from the street Staff makes a FAVORABLE RECOMMENDATION. The applicant was represented by: Nick Donovan, Peacock & Company, 1147 E Mishawaka Ave, South Bend, IN, appeared in person to represent the applicant. The public was represented by: There was no one from the public to speak in regards to this application. After due consideration the following action was taken: Upon a motion by Peter DeKever, seconded by Don Dietz, and UNANIMOUSLY carried by vote, the Historic Preservation Commission APPROVES Certificate of Appropriateness Application #2024-0513. Vote: 5-0. Five in favor, none opposed abstained. COA#2024-0513 is APPROVED. b. LOCAL LANDMARK NOMINATION i. 3016 Portage Avenue, “Portage Manor” (Audio Position: 0:14:09) The staff update was presented by: Ross Van Overberghe, Historic Preservation Administrator. IV. PRIVILEGE OF THE FLOOR V. REGULAR BUSINESS a. APPROVAL OF MINUTES i. April 15, 2024 minutes (Audio Position: 0:23:12) Upon a motion by Joan Downs-Krostenko, seconded by Don Dietz, and UNANIMOUSLY carried by vote, the minutes from the April 15, 2024 Historic Preservation Commission are approved. b. STAFF REPORTS i. Administrative Approvals (Audio Position: 0:23:28) CITY OF SOUTH BEND AND ST. JOSEPH COUNTY | HISTORIC PRESERVATION COMMISSION Page | 3 May 20, 2024 After due consideration, no action was taken. c. COMMITTEE REPORTS i. No committees have met since the previous meeting. VI. Architectural Styles Presentation (Audio Position: 0:23:40) The presentation was made by: Joan Downs-Krostenko, Architectural Historian as part of Continuing Education for the Commission. b. New Historic Preservation Specialist (Audio Position: 0:49:02) Kate Himick was introduced to the Commission. c. Top Ten Most Endangered (Audio Position: 0:50:11) Discussion of potential properties on the Top Ten list for 2024 d.
