AN ORDINANCE AMENDING ORDINANCE NO. 4990 -68,
AS AMENDED, COMMONLY KNOWN AS THE ZONING
ORDINANCE OF THE CITY OF SOUTH BEND, INDIANA
(Chapter 21, Municipal Code).
BE IT ORDAINED by the Common Council of the City
of South Bend, Indiana:
Section 1. Ordinance No. 4990 -68, as amended, which
ordinance is commonly.known as the Zoning Ordinance of the City
of South Bend, Indiana, be and the same hereby is amended in
order that the zoning classification of the following described
real estate in the City of South Bend, St. Joseph County, State
of Indiana:
Beginning at the Southeast corner of Lot 24 of Bank Outlots to
the City of South Bend, Indiana, which point also being the
Northwest corner of the intersection of Washington Street and
William Street in the City of South Bend, Indiana, thence East
sixty -six feet to the point of beginning which is the Northeast
corner of the intersection of Washington Street and William
Street, thence East 426.5 feet along the North line of Washington
Street to the westerly line of St. James Court, thence North
along the westerly line of St. James Court to the South line of
Colfax Street, thence West along the South line of Colfax Street
426.36 feet to the East line of William Street, then South along
the East line of William.: Street to the North line of Washington
Street and the point of beginning.
be and the same is hereby established as "A -3 Mixed Use Multi-
family Residential and Commercial ", "F- Height and Area."
Section 2. This Ordinance shall be in full force and
effect from and after its passage by the Common Council, approval
by the Mayor and legal publication.

FOR PURCHASE OF CENTRAL HIGH SCHOOL
The following parcel of real property located in the City of South
Bend, St. Joseph County, Indiana, and described as follows:
Beginning at the Southwest corner of Lot 24 of Bank Outlots to
the City of South Bend, Indiana, which point also being the North-
west corner of the intersection of Washington Street and William
Street in the City of South Bend, Indiana, thence East sixty -six
feet to the point of,beginning which is the Northeast corner of
the intersection of Washington Street and William Street, thence
East 426.5 feet to the westerly line of St. James Court, thence
North to the South line of Colfax Street, thence West along the
South line of Colfax Street 426.36 feet to the East line of William
Street, thence South to the North line of Washington Street and _

lying East and adjacent to Lot Twelve (12), and another parcel lying

SECTION "B" - PROJECT DESCRIPTION
1. Brief Project Description:
This project involves the rehabilitation of the old
South Bend Central School which is located on the west
by Williams Street, North by Colfax Avenue, South by
Washington Street and on the East by James Court,
South Bend, IN.
This project consists of 136,534 S. F. and is intended
to be converted into 141 units of Congregate Elderly
Housing with 20 beds of infirmary care. This facility
will provide three mandatory meals per day and will
consist of the following amenities:

The cost estimate for rehabilitation is approximately
$6,188,703• This construction will provide approximately
65 new full time positions and 80 -100 construction jobs.
The Central School is currently designated as a historical
building by the Historic Association of South Bend. The
developers of this project will syndicate this project and
apply for Historic Register designation.
This project will serve a multi - purpose, first being the
overwhelming need for elderly housing and most importantly
the revitalization of an old, beautiful structure in the

heart of downtown South Bend. The developers have
planned for the rejuvenation of the Little Theater
in this structure and they have also planned to
provide Elderly Day Care.
Although, this project is not subsidized, because
of the inter -city being considered Urban Renewal,
this project will provide 150 of the units for low
income elderly tenants. With the reduction and
ultimate phasing out of the Housing Allowance Program,
there is a very high demand for these units.
With the UDAG vehicle, this type of housing can be
provided without the double burden of Government
subsidizing aswell as the FHA insurance of this
project.
