AN ORDINANCE TRANSFERRING $190,129.00 AMONG
VARIOUS ACCOUNTS, ALL ACCOUNTS BEING WITHIN
THE DIVISION OF COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT:
The 1984 Program Year for Community Development Block Grant Funds
began January 1, 1984. To the extent possible in recent years Community
Development Block Grant Funds remaining available.from prior program years have
been transferred to the current program year to assure accurate monitoring and
accounting.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana:
SECTION I. The sum of $190,129.00 is hereby transferred for the
program year commencing January 1, 1984, among various accounts as set forth
below:

The bill presented for your consideration represents the Division
of Community Development's continued fiscal plan to utilize funds
in the current program year and to clear out accounts when
activities are completed. The activities having funds reduced
that have completed the intended goals and the contract has
expired include:

General Street Improvements
Real Services Handyman
NHS Public Works
Day Care
Older Adult Crime Victim
Sex Offense Staff
CANCO
Specialized Transportation
Head Start
Code Enforcement Rehab Fund
Demolition
Housing Rehabilitation Fund
General Park Improvements
The activities that are being completed and require previously
appropriated funds in the current year to attain goals include:
Monroe Sample Site Improvements
Management and Planning
Bureau of Housing Mgt. and Inspection
Neighborhood Youth Involvement
Redevelopment- Economic Development
Administration /Project Mgt.
Southold_ Heritage
The ULO for program year 1983 represents program income related
to 1983 projects. Program income for 1983 was projected to be
about $100,000 but additional funds applicable to 1983 activities
have been realized.
The activities denoted with a project number of CD80, CD81, and
CD83 requesting an increase in funds would merely meet the
obligations of the activity.
The South Bend Heritage funding represents a transfer of funds
for their acquisition, rehabilitation, and resale program and a
$7,500.00 increase as a match for NCUEA funding for the Lincoln
Way West Commercial Revitalization Project.
The funds for Management & Planning, Redevelopment- Economic
Development Admin. /Project Mgt., and Bureau of Housing Mgt. and
Inspection are planned for costs related to the City's plan for
computer hardware and software and updating of an aging vehicle
fleet. Included in the Management & Planning is $3,100.00 for
research in the Rental Housing Markets to be conducted by the
Human Rights Commission.
The Neighborhood Youth Involvement project is a transfer of 1983
funds to their 1984 project.
