permanently occupy this alley and connect to the Morris Performing Arts Center. The alley to be
vacated is the first East/West alley South of Lasalle Street from the West right-of-way line of
Michigan Street to the East right-of-way line of the North/South alley.

Please accept this Substitute Bill to vacate the East/West Alley between 100 Block of E. Sample
St. and Ohio St. and North/South Alley and Complete East/West Alley Block. The alley has not
physically existed since before 1978, but was never property vacated. The alley will be used in
order to expand the fence for additional secure parking and a picnic area.
We respectfully request Council place this request to vacate the alley on its agenda for first
reading on September 9 th and for public hearing, 2nd and yd reading on September 23 rd. Thank

Please accept this Substitute Bill to vacate The First EJW Bound Alley South of Prairie Avenue,
Between Glen St. and N/S Alley East of Brookfield St. The alley will be enclosed with fencing,
preventing passage to unknown traffic for the safety of property and inhabitants.
We respectfully request Council place this request to vacate the alley on its agenda for first
reading on September 9th and for public hearing, 2 nd and 3 rd reading on September 23 rd . Thank

Attached is an ordinance amending the maximum compensation for non-bargaining employees for the calendar
year 2024. This ordinance establishes one new full-time position in the Department of Public Works, an
Administrative Assistant I in the Street Department.

that this bill be filed for 1st reading on September 9, 2024, with 2nd reading, public hearing and 3rd reading

During the past several years, it has been the practice of the City of South Bend to request
department heads, fiscal staff, and city administration to conduct an extensive review of the status
of compliance with the adopted city budget and propose necessary adjustments periodically
throughout the year. For 2024, we plan to propose adjustments during four time periods-March,
June, October and December.
Based on our budget review, we are submitting the enclosed budget transfer ordinance for your
consideration.
I will present this bill to the Common Council at the appropriate committee and Council meetings.
It is requested that this bill be filed for I st reading on September 9 1\ 2024, with 2nd reading, public

Attached, please find a bill for consideration by the Common Council of the City of South Bend
appropriating monies for city expenditures for the fiscal year commencing January I, 2025 and
ending December 31, 2025 and levying property taxes for the same.
This bill is respectfully submitted for I st reading filing with the Common Council for the council
meeting on September 9, 2024, 2nd reading and public hearing at the council meeting on September
23, 2024, with 3rd reading and council vote at the council meeting on October 14, 2024. Per
requirements of the Indiana Department of Local Government Finance ("DLGF"), when this bill is
voted upon, each Councilmember's vote must be reflected on the last page of Exhibit B ("DLGF
Budget Form No. 4"), and each Council member must sign this page of Exhibit B.
It should be noted that the exhibits will be forthcoming in a substitute ordinance.
I will be available to discuss this bill at the appropriate sessions of the Personnel and Finance
Committee and other meetings of the South Bend Common Council.
