ORDINANCE N0 '-3 AN ORDINANCE CREATING POSITIONS AND FIXING MAXIMUM SALARIES AND WAGES OF EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA AS NECESSARY TO IMPLEMENT SUPPLEMENTAL COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS UNDER PUBLIC LAW 98 -8. STATEMENT OF PURPOSE AND INTENT Pursuant to Indiana State Law, the Common Council is charged with setting the maximum salaries and wages of appointed officers and employees of the City of South Bend. This ordinance creates positions that are necessary for the successful implementation of projects to be funded with supplemental Community Development Block Grant Funds under Public Law 98 -8 (commonly known as the Jobs Bill), The ordinance sets forth the maximum salaries and wages for the newly created positions. The positions shall be authorized for the duration of the supplemental funding with some positions being available in both calendar years 1983 and 1984. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, as follows: SECTION I. That effective upon passage by the Common Council and approval by the Mayor through the term of the supplemental Community Development Block Grant Funding, the maximum salaries and wages for the following positions shall be: Position Salary /Wages BUREAU OF HOUSING - Neighborhood Paint -Up Program Foreman 9.00 Painter I 5.00 Painter II 7.00 YOUTH SERVICE BUREAU - Park Supervisor - 4.50 Rent -A -Teen Coordinator 13,229 SECTION II. The positions are part of the activities outlined in the Jobs Bill application. The three(3) positions listed under the Bureau of Housing are necessary in order to conduct the Neighborhood Paint -Up, repair, weatherization program and would be available approximately 10 weeks in calendar year 1983 and approximately 12 to 14 weeks in calendar year 1984. The Youth Service Bureau park supervisor position would be filled during the summer months in both 1983 and 1984. The Rent -A -Teen Coordinator position is planned as a full -time twelve month position. We have proposed the salary ot, wages at levels we feel are consistent with existing city positions and yet enable us to recruit people capable of performing the work.
