AN ORDINANCE APPROPRIATING $25,000.00 FROM THE COMMUNITY
DEVELOPMENT BLOCK GRANT FUND FOR REHABILITATION OF THE HANSEL
CENTER CARRIAGE HOUSE TO BE ADMINISTERED BY THE DIVISION
OF COMMUNITY DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT
The City's neighborhood preservation program is based on a
variety of activities including housing rehabilitation, public works, park improve-
ments, code enforcement, and social service projects each designed to address
community needs. The rehabilitation of the Hansel Center Carriage House will
improve the delivery of Community Development funded social services and
complement the social services available to low and moderate income persons
in the community through Hansel Center.
NOW, THEREFORE BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana, as follows:
SECTION I. The sum of $25,000.00 is hereby appropriated for
the program year beginning April 1,1983 from the City of South Bend's
Community Development Block Grant Fund.
PURPOSE AMOUNT

House $ 25,000.00
SECTION II. No costs will be incurred or funds expended for any
of the activities addressed in this ordinance prior to completion and subsequent
certification of the Environmental Review Process specified in Section 58.16,.
58.17, and 58.30 of the Environmental Review Procedures for the Community
Development Block Grant Program and an official release of funds received from
the United States Department of Housing and Urban Development.
SECTION III. This Ordinance shall be in full force and effect
from and after its passage by the Common Council and approval by the
Mayor.

This ordinance submitted for your consideration would
appropriate $25,000.00 for the rehabilitation of the Hansel Center Carriage
House in order to facilitate Hansel Center in more effectively delivering
their services to the community. The $25,000.00 would be appropriated
from 1983 Unspecified Local Option funds currently planned at approximately
$45,000.00 with an additional sum reflected in a transfer ordinance pending
with the Council.
We are proposing the total appropriation from U.L.O. for a number
of reasons; the amount of time that may be necessary in coordinating the
people involved in the rehabilitation project, the requirement that funds and
activities be reported separately for regular Community Development funds and
other funds available, and the ease of tracking progress when funds are
appropriated from the same source.
