AN ORDINANCE APPROPRIATING $1,557,000.00 IN SUPPLEMENTAL
COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING FOR PROGRAM YEAR
1983. THE SUPPLEMENTAL FUNDING IS MADE AVAILABLE UNDER
PUBLIC LAW 98 -8 AND WILL BE USED TO DEFRAY THE EXPENSES OF
THE DIVISION OF COMMUNITY DEVELOPMENT OF THE CITY OF SOUTH
BEND, INDIANA, AND DESIGNATED SUBGRANTEE AGENCIES. THE FUNDS
WILL BE ADMINISTERED THROUGH THE DIVISION OF COMMUNITY
DEVELOPMENT.
STATEMENT OF PURPOSE AND INTENT
The government of the City of South Bend, An partnership with the
City's private sector and residents, is committed to the goal of improving the
"quality of life" in the City, its neighborhoods, and for its residents. As
part of this commitment, the City of South Bend through its Division of
Community Development has applied for and should receive on or about August 1,
1983, the approval of the United States Department of Housing and Urban
Development to expend $1,557,000.00 in supplemental Community Development Block
Grant funds made available under Public Law 98 -8.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana, as follows:
SECTION I . The sum of $1,557,000.00 is hereby appropriated for
program year 1983, from the City of South Bend's Community Development Block
Grant Fund. The appropriation shall be used as approved by the United States
Department of Housing and Urban Development under Title Twenty -four (24) of the
Code of Federal Regulations, Part Five Hundred and Seventy (570) for the
Community Development Program Year 1983. This appropriation shall be
administered by the Division of Community Development and its designated
subgrantees and will be distributed as set forth below:

SECTION II. No Costs will be incurred or funds expended for any of
the activities in this ordinance prior to completion and subsequent
certification of the Environmental Review Procedures for the Community
Development Block Grant Program and an official release of funds received from
the United States Department of Housing and Urban Development.
SECTION III: This ordinance shall be in full force and effect from
and after its passage by the Common Council and approved by the Mayor.

The ordinance submitted for your consideration reflects the projects
planned with the $1,557,000.00 in supplemental Community Development
Block Grant funding made available under Public Law 98 =8, commonly known
as the Jobs Bill. The activities and amounts are as they appeared in the
"Final Statement of Community Development Objectives and Projected Use of Funds
Appropriations Act."
Although we have been on an accelerated schedule, by necessity, the
projects have been developed in a manner consistent with the intent of the
legislation; rapid disbursement of the funds and to the extent practicable,
job creation for those unemployed 15 of the 26 weeks prior to March 24, 1983.
