AN ORDINANCE APPROPRIATING MONIES FOR OPERATION
OF THE YOUTH SERVICE BUREAU RUNAWAY SHELTER.
STATEMENT OF PURPOSE AND INTENT:
The Common Council of the City of South Bend desires to continue the
operation of the Youth Service Bureau Runaway Shelter during the period July
1, 1983 through June 30, 1984. Funding sources for the Shelter include the
Department of Health and Human Services, Runaway Youth Act; Indiana Office of
Social Services; the St. Joseph County Department of Public Welfare; and pri-
vate donations. It is necessary that sums be appropriated for the continued
operation of the Shelter, using funds received from these sources.
NOW, FORE, BE IT ORDAINED by the Common Council of the City of
South Bend, Indiana,:
SECTION I. For the expenses of the Shelter of the Youth Service Bureau
for the fiscal year ending June 30, 1984, the following sums of money are
hereby appropriated and ordered set apart from fund 73. The sums herein ap-
propriated shall be deemed to include all expenditures authorized to be made
in said year and shall be distributed as set forth below:

Attached is an ordinance appropriating $99,525• for operation of the Runaway
Shelter for the period of July 1, 1983 through June 30, 1984. Revenue sources
and amounts are:
Runaway and Homeless Youth Act - $60,000.
Indiana. Social Service Block Grant (Title XX) - $15,525•
Per diems from area County Welfare Departments - $18,000.
(who utilize the Shelter to house wards)
Private donations - $6,000.
The YSB Runaway Shelter has suffered funding cuts from both the Runaway and
Homeless Youth Act and the Indiana Office of Social Services in the amount of
$34,000. As a result, one full -time counselor and one part -time family thera-
pist are being laid off as of July 1, 1983• Extreme budget cut measures have
also been taken.
I am currently working with City and County officials as well as foundations
to restore $26,500. T[As along with the $6,000 I intend to raise locally
through service clubs, churches, and private contributions will enable us
to restore the family counseling component, parent support group, and after-
care counseling to runaways who have returned hame.
