SUBJECT: Professional Service Proposal - The Troyer Group
Memorial Hospital Area Fagade Improvements Amendment
On May 31, 2012, the Commission approved a professional service agreement with The Troyer
Group for the Spec documentation, bidding, and construction administration for the removal and
replacement of new windows on the south and west sides of the Skyway Building, which is attached
to Memorial Hospital via the Skyway Bridge. This agreement was for a not -to- exceed amount of
$7,000 (proposal range was $5,000 - $7,000 with reimbursables).
When the proposal was submitted by Troyer, it was thought the windows project would coincide with
the Skyway Bridge project. Because of delays in being able to start the windows project (occupancy
of certain floors, weather, etc.), the two projects will not be running concurrently.
Because of this, we are in need of increasing the original Troyer agreement. The amount of this
increase is $10,000, taking the total to a not -to- exceed of $17,000.
Construction cost for the windows project is $302,100, making this new agreement amount 5.6 %,
which is below the industry standard of 10 %.
Staff requests approval of this amended professional service proposal in the not -to- exceed amount
of $17,000.

II. DESCRIPTION
The Window Replacement Project was first initiated, as an offshoot of the main Skyway project. Per the original agreement (for
the Window Replacement Project) both projects were to run concurrently. Due to ongoing issues including the discovery of mold
and possible remediation The Window Replacement project has since diverged from the Skyway project and dedicated separate
visits and meetings have become necessary for the remainder of the Window Replacement Job. Per the original agreement these
dedicated and separate visits are to be negotiated as a change in professional services.
Reimbursables for this work will be covered via the original agreement.

Existing utilities /as -built conditions encountered which were not documented.
