Committee Chair Sheila Niezgodski called to order the Public Works & Property Vacation
Committee meeting at 4:35 p.m.
Bill No. 10-22
Michael Danch, who represents the petitioner, noted that there is an existing alley that is bounded
by Dewey Street. The Board of Works has provided a favorable recommendation for a mixed-use
development on the site. There was discussion on if this lot would need additional vacations. Mr.
Danch noted that it would be unlikely.
The floor was open for public comments. There were no comments in favor or opposition for the
Bill.
Committee Vice-Chair Hamann motioned to recommend Bill No. 10-22 to full council with a
favorable recommendation, seconded by Committee Chair Niezgodski, and carried by a vote of
five (5) ayes.

Jose Rubella noted that this project has been going on for a long period oftime. This is for a duplex.
Numerous vacant lots were purchased many years ago and the objective is to build affordable
housing. This is why there is the request to vacate the alley. There was discussion on the rationale
to vacating the alley -because the lot access will be from the front of the property. There was
discussion on who would be impacted by this decision, as the change to the alley could impact lots
that would need a driveway. There was conflicting information and it was suggested that the Bill
be tabled.
The floor was open for public comments. There were no comments in favor or opposition for the
Bill.
Committee Vice-Chair Hamann motioned to recommend Bill No. 11-22 to full council without a
recommendation, seconded by Committee Member Littrell, and carried by a vote of five (5) ayes.

Kory Lantz, the petitioner, purchased this property last June. The intent is to renovate the space
for youth and families. It has been recommended that the alley be vacated to join other properties
to this lot. There was discussion regarding the legal description of the property, as it did not seem
sufficient. There was discussion regarding the fire and police support.
The floor was open for public comments. There were no comments in favor or opposition for the
Bill.
Citizen member Littrell motioned to recommend Bill No. 13-22 to full council with a favorable
recommendation pending amendments to the legal description, seconded by Committee Vice-
Chair Hamann, and carried by a vote of five (5) ayes.

With no further business, Committee Chair Sheila Niezgodski adjourned the committee meeting
