Information and Technology Committee Chair Rachel Tomas Morgan called to order the
Infonnation and Technology/Health and Public Safety joint meeting at 4:00 p.rn.
Real Time Crime Center
Chief Innovation Officer Denise Riedl , with offices on the twelfth ( 12th) floor of the County-City
building noted that an agreement has been reached between the Police Department (PD) and Fusus,
the real time crime software vendor. The Fusus software centralizes data sources for real time
monitoring and expands camera registries in cities. Its FususCORE offers businesses different tiers
of access if they want to create parameters before their camera feed is opted into the Real Time
Crime Center.
The relationship with Fusus has been finalized and the thirty (30) day proof of concept will be
complete by mid-October, 2022, after which the rest of the implementation will begin. The Real

Time Crime Center will be both a physical room in the PD and a virtual environment where crime
analysts can work in real-time. It will be up and running by the end of 2022.
City Camera Expansion
Different components feed into the Real Time Crime Center including city-owned cameras,
ShotSpotter alerts, TV updates, and social media feeds. The intention is to improve and expand
the camera registry that Fusus will run, including launching a pilot program to help businesses
purchase cameras and equipment. There are currently one hundred and twenty-five (125)
enterprise cameras in the network on city properties, including thirty-eight (38) exterior cameras.
The general approach is to first prioritize a VP A expansion in destination parks, then an expansion
that will include high-traffic pedestrian areas in South Bend.
The planning stage for the expansion includes data analysis, site selection, vendor and partner
finalizations, and policy updates. Community engagement has begun and will be ongoing, with
camera deployment expected in 2023 if supply chain constraints allow.
PD Data Policies and Procedures Update
The Video System policy outlines who on staff can access the real-time video, the procedures for
data collection and retention, and camera placement and monitoring. There is a separate policy on
Facial Recognition Technology (FRT) that outlines the request and approval process as well as
prohibited uses and reporting of FR T.
The guiding principles of the policies include transparency, accountability, clarity, and respect.
The timeline for policy creation is as follows: draft creation from August -September 2022; public
review and feedback in October 2022; and the finalization of the policy in November 2022.

opened the floor to questions from the Committee.
Information and Technology/Health and Public Safety Committee member Canneth Lee
appreciated the research into policies used by other cities with respect to FRT, and stressed the
importance of letting the public know that FRT is not being used to target individuals, but rather
to assist the police in solving crimes that have already happened.
Denise Riedl reiterated that FRT is not used on live footage and is requested after the fact in only
very specific circumstances.
Police Chief Scott Ruszkowski, with offices at 701 W. Sample St., noted that FRT is lead-only in
a credible and imminent situation and cannot be used to establish probable cause.
Health and Public Safety Committee Chair Eli Wax requested that policies for Flock be included
along with FRT and Fusus and asked about the anticipated cost for a business to participate in
FususCORE.
Denise Riedl stated it would depend on the program, but the intention is to invite at least ten (10)
business sites to host cameras for the Real Time Crime Center. Funding for those partnerships will
come from the public safety technology upgrade funds.

Information and Technology Committee Vice-Chair Lori Hamann asked if the cameras that part
of the system are will be labelled as such.
Police Chief Ruszkowski stated that there is no expectation of privacy with cameras in locations
that are public domain, but signage could be considered for business cameras. This will be further
discussed during the community engagement process.
Health and Public Safety Committee Vice-Chair Hamann asked whether the high-traffic pedestrian
cameras would be used to mitigate dangerous driving behaviors.
Denise Riedl stated that the main purpose of the cameras in high-traffic intersections is for
pedestrian safety. State regulation prohibits the use of cameras to issue traffic citations.
Health and Public Safety Committee Member Karen White asked if there would be an ongoing
cost for the installation and maintenance of the equipment and whether there would be additional
staffing needs.
Denise Riedl stated that the installation and hardware costs are being covered by American Rescue
dollars, but maintenance will be built into the contract with the vendors. They will create a schedule
for replacing the cameras every five (5) years, like how the replacement of I.T. equipment is
scheduled. Any staffing implications for the project will be within the Police Department.
Councilmember Sheila Niezgodski asked how effective cameras were at preventing or lessening
cnme.
Police Chief Scott Ruszkowski shared that although media reports are conflicting, there are proven
success rates. Cameras increase the reporting of crime especially with respect to property and
disorder offences.
Information and Technology Committee Chair Tomas Morgan held the public hearing, and nobody
spoke.
With no further business, Information and Technology Committee Chair Tomas Morgan adjourned
the Health and Public Safety & Information and Technology joint committee meeting at
approximately 4:50 p.m.
