Committee Member Sharon McBride called to order the Council Rules Committee meeting at 3:50
p.m.
Bill No. 72-22-An Ordinance Amending Chapter 1, Section 1-4 of the South Bend Municipal
Code Addressing "Six Councilmanic Districts"
Carl King, 1106 Georgiana Street, noted that after the census is completed, precincts are
established based on preset requirements. The Common Council is then required within two (2)
years to establish districts. Carl King provided an overview of the population percentages, which
are within a one percent variance. This was achieved without any adjustments. It will not require
any disruptions of existing district relationships.
Committee member Wax thanked the Committee.
Carl King noted that a succession plan should be considered for his role on the next district
evaluation.
Committee Member McBride held the public hearing, and nobody spoke.
Committee member Niezgodski motioned to send Bill No . 72-22 to the Committee of the Whole
with a favorable recommendation, seconded by Committee member Wax, and carried by a vote of
three (3) ayes.

With no further business, Committee Member McBride adjourned the meeting at 4:04 a.m.
