Committee Chair Sharon McBride called to order the Council Rules Committee meeting at 5:30
p.m.
Bill No. 72-22 Redistricting Ordinance Overview
The Committee was thanked for their work on this Bill. There has been natural attrition that has
allowed the redistricting to be easier. Everything is within a one percent variance. Mr. Palmer
noted that South Bend was one of the only areas in Indiana that did not need a significant
redistricting. There was discussion regarding what the Committee did, which included research,
consulting with the City for GIS numbers, consulting with commissioners, looking at historical
data, considered recommendations, etc.
Questions and Feedback
Council member Warner noted that he has done redistricting in the past and that one percent in
one variance is unheard of. Making changes at this level would not be prudent.

The floor was opened for public comment. There was none.

The Board was supportive of this Bill.
