Committee Member Sharon McBride called to order the Council Rules Committee meeting at 4:35
p.m.
Bill No. 42-22 -Ordinance Replacing and Amending Ch. 2, Article 1, Section 2-1, and
Including 2-9 of the South Bend Municipal Code
Bob Palmer, Council Attorney, with offices on the fourth ( 4th) floor of the County-City building,
noted that this project has been in the works for months. The intent is to make things more efficient
and clear. It will also make the statue more compliant with how business is done with the Council.
Some of the ordinances have not been reviewed since 1966 and 1977. One ( l) step is to make the
language gender neutral. Some language has been changed regarding the President and Vice
President attending the full council and creating processes if this could not occur. It has been
clarified that the minutes will take note of council members by name, as the public has a right to
know their position on various matters. The clerk's office has been given discretion on bills that
do not conform to filing requirements.
Committee member Niezgodski asked for some changes to the suggested changes. There was a
request for clarification regarding the Committee Chair person signing Bills and if they have the
ability to reject Bills. This was not clear in the amended document. The changes will be included
in the substitute Bill.
Committee member Wax asked about the logistics of the Council President not attending a meeting
and who the power goes to.
Attorney Palmer stated that the Vice President acts in the President's place if absent.

Councilmember Lori Hamann asked for clarification about the responsibilities of s1gnmg
legislation by the Vice-Chair.
Committee Member Niezgodski stated that the Vice-Chair's signature signifies the specific
committee discussed the legislation and came to a consensus during its allotted time in the meeting.
Committee member Niezgodski motioned to send Bill No. 42-22 as amended to the Committee of
the Whole with a favorable recommendation, seconded by Committee member Wax, and carried
by a vote of three (3) ayes.

With no further business, Committee Member McBride adjourned the meeting at 4:47 p.m.
