Committee Chair Tomas Morgan called to order the Community Investment Committee
meeting at 4:45 p.m.
Bill No. 22-60 -A Resolution for Climate Recovery and Commitment to Develop a
Climate Action Plan
Committee Chair Tomas Morgan, 114 Chapin Street, South Bend, Indiana, 46601 , with
offices on the fourth ( 4th) floor of the County-City building, advised that she sponsored the
bill, which aims to lengthen the Climate Action Plan's implementation from three (3) to five
(5) years. The pandemic and staffing changes have hindered progress. When the bill is updated
in 2024, a more comprehensive revision will be posted with best practices and adoption goals.
Community and stakeholder feedback sessions will be held.
Evelyn Bowman, Director of Sustainability, with offices at 1165 Franklin Street, South Bend,
Indiana, 46601 , advised that the action plan is the result of the collaboration with many
departments and that additional time is required. Academic research also supports a five (5)
year update cycle.
Professor Aaron Delatte, 150 Handley Street, Indianapolis, Indiana, 46222, advised that his
research focuses on government climate action. Like strategic plans, climate plans become

less valuable after five (5) years. The Environmental Protection Agency plans to draft best
practices and assist local governments with planning.
Committee Chair Tomas Morgan held the public hearing, and nobody spoke.
Clerk Jones advised that no one from the public wishes to speak in favor of or against the bill.
Committee Member Warner motioned to send Bill No. 22-60 to the full Council with a
favorable recommendation, seconded by Citizen Member Kanczuzewski and carried by a vote
of four (4) ayes, with one (1) committee member absent
