Committee Chair Rachel Tomas Morgan called to order the Community Investment Committee
meeting at 3 :00 p.m.
Bill No. 22-43 -Resolution Approving and Adopting the Kennedy Park Neighborhood Plan
Tim Corcoran, the South Bend Director of Planning, with offices on the fourteenth ( 14th) floor of
the County-City building, noted that the neighborhood plan creates a plan for the next five (5) to
twenty (20) years. It provides a statement of what the neighborhood would like to achieve, creating
a guide for city departments to make decisions. Most neighborhoods have similar issues to address
such as traffic-calming measures. Neighborhood plans allow for small-scale changes on these
issues. There was an extensive neighborhood engagement plan. There were stakeholder meetings.
There was an online engagement plan, especially needed due to COVID-19. There was a priority
workshop that outlined long-and short-tenn priorities. Linden A venue and Johnson A venue were
identified as areas of improvement. Consistent lighting, repairs of curbs and sidewalks, etc. were
issues. There is now a draft plan, which was presented to the public for feedback. This was
connected into the overarching principles of South Bend such as urban focus, ensuring it is
walkable and accessible, attractive, healthy, such as pollution-free and having access to fresh food,
equitable, and sustainable. All of these ideas have been mapped into the neighborhood. The MLK
Center will be at Linden A venue, allowing for more engagement in the neighborhood. The public
market will respond to the City's investment in the area. The neighborhood requested that Kennedy
Park be reimagined, bringing back the pool that was removed in the 1990s. This needs to be
considered in the broader strategy. Circle A venue needs to be addressed, as it is a confusing area,
especially at night and for those outside of the neighborhood. A pilot housing program was

requested in this area. It is important to have mixed housing in the area. Zoning is a consideration.
New construction is being considered in the overall area. There is an accountability plan for this
project, to ensure that nothing is missed.
Council member White noted that she appreciates this plan. The Department of Community
Investment has identified this neighborhood for improvement.
Committee Chair Tomas Morgan held the public hearing, and nobody spoke.
President McBride noted that she is excited about the plan and supportive of it.
Citizen member Kanczuzewski motioned to send Bill No. 22-43 to full council with a favorable
recommendation, seconded by Citizen member Kurzhal, and carried by a vote of three (3) ayes.
