The Real-Time Crime Center has been working on public safety and facial recognition policies with City Legal and will be sending them to the Board of Public Safety for review. Once the policies are in place, the program will be launched. At this time, Fucis technology is being tested and officers at the department have been trained so they can train other officers at the shift level. Two crime analysts have been hired and will be trained in the Real-Time Crim Center. Businesses will have the opportunity to partner with the Real-Time Crime Center through a website. Pam Claeys inquired whether crime alerts are still active. Chief Skibins responded that block captains receive crime alert emails. Pam Claeys stated that the alert system has not worked for several months. Chief Skibins will check with Officer Bums to confirm how alerts are being pushed out to the neighborhood watch and community associations. Chair Tomas Morgan inquired about the timeline for the website roll out that will allow businesses to sign up to partner with the Real-Time Crime Center. Chief Ski bins confirmed that it will be rolled out toward the end of November to early December 2022. Major Noonan reported an increase in bicycle larcenies on campuses and stressed the importance of locking up bikes. It was also stressed that locking residences is important. UPDATE ON THE CONNECT -MACOG TRANSPORT STUDY Jeremiah Cox presented an update on the Connect Transit Plan. The plan is nearly complete and is close to being released for feedback. The Transpo Board requested a draft network to dedicate sixty percent (60%) of services to ridership and forty percent (40%) to coverage. The short-term plan will be fairly similar to the coverage network that was previously presented in the concepts report. The network will be tweaked to be more efficient and enhancements will be implemented. No current services will be cut. The plan will include an additional funding network which will show what is possible with an approximate increase of eighty percent (80%) in funding for services. Improvement options will include creating a frequent transit network of five (5) Transpo routes running every fifteen (15) minutes, Sunday service, and Saturday evening service. There is potential for Route 17 Campus SWEEP that is not included in the plan but could be funded by a coalition of St. Mary's, Notre Dame, and Holy Cross and the community to extend the route to connect the community to the campuses. The draft plan will be released on December 5, 2022, and a survey of the plan will be open through the end of January 2023 for community feedback. There will be engagement to encourage participation throughout January. A Transpo Board update meeting is scheduled for November 21, 2022, and a MA COG Board update meeting is scheduled for December 14, 2022. The stakeholder advisory group will hold a workshop and draft plan overview on December 8, 2022, from 2:00 p.m. to 4:00 p.m. at the Technology Resource Center. Members of the CCAC are invited to attend. There is a plan for student presentations at Notre Dame's Graduate Student Association. Mr. Cox requested to coordinate with other campuses for additional presentations to students. The goal is to organize student engagement events during the survey period. It was agreed that student events would be scheduled during the weeks of January 16, 2023, and January 23, 2023 . It was suggested that presentations and a table workshop with materials and information would be ideal to engage students who live off-campus and use transit. Zelia Flores, Director for External Events at St. Mary's College, offered to provide statistical information on where off-campus students reside to assist with planning. It was agreed that having an in-campus table or presentation would be beneficial at St. Mary's. Christian Martinez ofIUSB noted that transportation has not been identified as a priority on student surveys. Chair Tomas Morgan will connect student leaders with Mr. Cox to discuss information sessions on campuses to engage students in the survey. It was noted that informing the student body is a great opportunity to lobby the administration for funding. Jeremiah Cox noted that transportation could become an issue at IUSB once free parking is no longer available on campus and encouraged engaging the student body in the survey. It was suggested that non-student residents be engaged as well. 2 Jeremiah Cox responded that there are plans for community outreach and there will be additional discussions to ensure there are no gaps in engagement. Chair Tomas Morgan will send Jeremiah Cox 's presentation to all CCAC members. It was requested that neighborhood representatives and organizations help drive residents to the scheduled information events. UPDATES FROM MEMBER ORGANIZATION REPRESENTATIVES Campus Representatives IUSB's Racklin School of the Arts will be hosting a charity holiday sock hop on December 9, 2022. Notre Dame's Back to Bend event will be taking place on April 2, 2023. Taste of South Bend is being planned and the date will be announced. St. Mary's College has scheduled for the Family Justice Center to speak to students about Title Nine (9) and alternative resources outside of South Bend. Calisto has been introduced on campus and representatives are engaging with the student body. Councilmember Representatives The South Bend City Plan 2045 is ongoing. Themed workshops continue to take place. Mr. Lawrence Greenspun will reach out to student representatives regarding workshops on campuses. A fuller update on the Real-Time Crime Center should be available in January 2023. November 28, 2022 , and December 12, 2022, will be the final Council meetings for the year. Student representatives are encouraged to attend. 2023 CCAC MEETINGS There will be no meeting in December 2022. Chair Tomas Morgan proposed changing the 2023 meetings to the fourth Tuesday of each month to help avoid clashes with educational calendars. An email will be sent to confirm that this change will work with student representative schedules.
