HomeMy WebLinkAbout10-25-2022 CCAC MeetingCommunity/Campus Advisory Coalition (CCAC) INDIANA UNIVERSITY SOUTH BEND © The October 25, 2022 Community/Campus Advisory Coalition (CCAC) meeting was called to order by Council Member at Large Rachel Tomas Morgan at 3:30 p.m. Persons in attendance included the following individuals representing the following entities: Lawrence Greenspun Rebekah Go* Chief Scott Ruczkowski * Tim Sexton Lori Hamann* Rachel Tomas Morgan Justin LePla * Victoria Trujillo* Josie Haas* Bob Palmer* Clairmont Graduate University St. Mary's College South Bend Police Department University of Notre Dame South Bend Common Council South Bend Common Council City of South Bend City Clerk's Office University of Notre Dame South Bend Common Council Attorney Members marked with an asterisk(*) are present digitally Please note the attached link for the meeting recording: https://docs.southbendin.gov/WebLink/browse.aspx?dbid=0&mediaid=362591 SOUTH BEND COMPREHENSIVE PLAN 2045 Lawrence Greenspun, Director of Public Sector Strategy and Planning at the Drucker Institute at Clairmont Graduate University presented South Bend Plan 2045, a state-mandated twenty-year (20) comprehensive City plan. The planning process aims to engage the City and community at large to foster learning, communication, and provide insight. Engagement efforts will operate in five (5) ways: • City agencies and departments. • Neighborhood associations. • Speakers series and public events. • Community organization workshops. • Themed workshops. Opportunities for CCAC participation were presented in the following areas : • Individual educational institutions can set up ninety (90) minute workshops to highlight key priorities for the City to bring insights to the planning process. • Themed workshops on higher education and workforce development to invite stakeholder investment and engagement. • Higher education fact sheet to contribute to the planning process. It was agreed that a workshop should be heterogeneous and include students and faculty from each educational institution. Lawrence Greenspun advised that an ideal number of participants would be twenty-four to thirty (24-30) to facilitate robust discussions. It was agreed that each of the five (5) City institutions would invite three (3) students and three (3) faculty/administration members to participate in a workshop. Council Member Tomas Morgan will provide Lawrence Greenspun with a list of CCAC members who would be responsible for each institution's invites. UPDATES FROM MEMBER ORGANIZATION REPRESENTATIVES Public Safety Officials Chief Ruczkowski noted two (2) recent situations in the community: • An individual and a small entourage in the downtown area have been preaching and making derogatory statements using a microphone and speaker. Although the statements are protected by first-amendment rights, the use of amplification devices without permits violates the law and there has been an incident where officers detained and released the individual for this violation. • Officers intervened with a group of protestors close to IUSB and were successful in maintaining a peaceful demonstration. Chair Tomas Morgan asked for tips for students who might come across the group that is making derogatory statements. Chief Ruczkowski advised that there should be no interaction with these individuals and to avoid contact or engagement. If there is a fear of safety, the South Bend Police Department should be contacted. Campus Representatives St. Mary's College students have returned from fall break. There are some upcoming events planned such as hayrides, a service project at Cultivate Culinary, a hike at Spicer Lake, and adopt- a-family. A SMIC Day has been scheduled in response to dialogue about sexual assault on all three (3) campuses. Holy Cross students have returned from fall break. Basil's Boo Bash is scheduled for the community to visit campus for games and trick or treating. The University of Notre Dame has completed their twenty-seventh (27th) initiative of the year. The safety symposium was successful and student safety initiatives were shared and discussed. A new initiative is being created to focus on safety education and intervention for students and off-campus restaurant and bar owners. A discussion was held about the relationship between minority students and off-campus police, sharing best practices, and creating dialogue to improve relationships. A safety town hall is being planned. The Department of Community Outreach has organized a Game Time event for kids from the community and Notre Dame students to have a day of fun at a local -community center in November 2022. The University of Notre Dame offered a housing fair for current students and will be providing virtual sessions for students coming into the South Bend area. There will be a Renting in South Bend event in the library on November 3, 2022. The United Way campaign is returning to pre- COVID numbers. The United Way Day of Giving was successful and engaged the community. 2 The Robinson Center will hold a trunk-and-treat event on October 31, 2022. Volunteers are needed to rake leaves for older adults in the neighborhood at the Turning Over a New Leaf event on November 12, 2022. Councilmember Representatives Councilmember Hamann extended a note of appreciation and commended the students from Notre Dame's Center for Social Concerns who have been consistently participating in the Motels for Now program's neighborhood cleanup initiative. Chair Tomas Morgan noted that the Council has passed the last items of the 2023 budget. The City Plan 2045 public meeting will be held on November 15, 2022, at Howard Park from 6:00 p.m. to 7:30 p.m. A lead screening initiative for school children is scheduled in conjunction with Lead Innovation and Notre Dame students. 2022-2023 MEETINGS The next CCAC meeting will be held on November 15, 2022.
