Lori Hamann, Karen White, Sheila Niezgodski, James Snodgrass Henry Davis Jr. Dawn Jones, Victoria Trujillo, Bob Palmer, Justin LePla, Kenneth Hardy Angela Smith, Zoning Administrator Wayne Richardson, Bertsch-Frank & Associates Bill No. 07-23 -An Ordinance Amending the Zoning Ordinance for Property Located at 1007 and 1011 Howard Street, Councilmanic District 4 Members marked with an asterisk (*) are present digitally Please note the attached link for the meeting recording: https://docs.southbendin.gov/WebLink/browse.aspx?dbid=0&mediaid=362730 Committee Chair Hamann called to order the Zoning and Annexation Committee meeting at 4:10 p.m. Bill No. 07-23 -An Ordinance Amending the Zoning Ordinance for Property Located at 1007 and 1011 Howard Street, Councilmanic District 4 Angela Smith, Zoning Administrator, with offices on the fourteenth (14th) floor of the County-City building, advised that the petitioner is requesting to rezone the property from U 1 Urban Neighborhood 1 to NC Neighborhood Centre. Access would be from the Eddy Street Commons. The property to the west is a single-family dwelling owned by the University of Notre Dame and parking would be off the alley. The petition was presented with a favorable recommendation. Wayne Richardson, from Bertsch-Frank & Associates, 811 Lawrence Drive, Fort Wayne, Indiana, 468042, advised that the three (3) story building will house four (4) law clinics for applied mediation, community development, housing, and exoneration justice. There will be up to ten (10) parking spaces, the entrance will be on the south side, and the sidewalk will be restored. Public outreach was completed by the University of Notre Dame, and the Northeast Neighborhood Revitalization Organization and Northeast Neighborhood Council issued support letters. Neighbor feedback was incorporated into the plan. Councilmember Tomas Morgan asked if services offered at the current clinic would be provided at the new location. The clinics are located at 725 Howard Street, which is owned by the university, and 806 Howard Street, which is a rental. The new location will facilitate expansion. Committee Chair Hamann held the public hearing. Committee Member Niezgodski motioned to approve to send Bill No. 07-23 to the Committee of the Whole with a favorable recommendation, seconded by Committee Member White and carried by four ( 4) ayes.
