Committee Chair Karen White called to order the Residential Neighborhoods Committee meeting
at 4:00 p.m.
Bill No. 85-23 -An Ordinance Adding Chapter 2, Article 5, Section 2-62, Changing the
Manner in Which Commissioners of the Housing Authority of South Bend Are Appointed
Attorney Palmer noted that the proposed Bill will call for three members to be appointed by the
Common Council and three to be appointed by the Mayor's Office. There is an Indiana statute that
requires the Mayor Office appoint seven (7) members to the Housing Authority. As a result, he
recommended that the Bill be withdrawn or tabled indefinitely. He noted that he only researched
state law, not federal. Council member Davis noted that this Bill was a result of concerns within
the Housing Authority and missing money.
Committee Vice-Chair Canneth Lee motioned to table Bill No. 85-23 indefinitely, seconded by
Committee member Warner, and carried with a vote of four (4) ayes, with (2) committee members
absent.
