Investments and results need to be tracked, specifically ARP dollars, to ensure they are done equitably and successfully. Council member Niezgodski noted that this information is already disclosed on a regular basis. There was discussion regarding measurable outcomes. Jordan Giger, 302 S Kaley Street, South Bend, IN 46619, spoke in favor of the resolution, as he has concerns regarding the ARP funding being used appropriately. He asked about the support of minorities. Committee Member Davis Jr. noted that this transparency should be the bare minimum and it is not with South Bend. Committee Member Davis Jr. motioned to send Bill No. 23-62 to the full Council without a recommendation, seconded by Committee Chair White, and failed to carry with a vote of two (2) ayes, two (2) nays, and two (2) committee members absent.
