Committee Chair Karen White called to order the Residential Neighborhoods Committee meeting
at 3:30 p.m.
Bill No. 22-61 -A Resolution Calling for Reparatory Justice
The recording starts at the public hearing.
Committee Chair White opened the public hearing.
Andrew Duncan, 2103 High Street, South Bend IN 46613 noted that he is supportive of the
resolution because property values have decreased in less desirable neighborhoods and there have
been difficulties gaining equity. This is an opportunity for the City to invest in these communities.
Lee Gloster, 2110 High Street, South Bend IN 46613 was in support of the resolution because it is
an abomination that there are neighborhoods that are on the wrong side of the tracks.
Lisa Cunningham, 2112 High Street, South Bend IN 46613 agreed with Lee Gloster. There are
areas that were once great neighborhoods, and they are no longer such.
Bruce Mitchel, 4442 Huron St, South Bend IN 46619 noted that when driving through the various
neighborhoods, it is very apparent why some neighborhoods are not appealing. He asked that there
be more focus on rundown neighborhoods to provide them with more support.
There were no public comments in opposition.
Councilmember McBride had previously noted that a special committee will be set up to address
the neighborhood issue. It was noted that with the vo lume of money and allocation of ARP funds ,
there needs to be significant consideration.
Committee Member Davis Jr. noted that this is a national issue and is important to the South Bend
community. He asked that programs be created to address the issues of the past and ensure they do
not happen again. There was lively discussion regarding names being on contentious documents.

It was noted that the resolution can be amended while on the floor. The public hearing portion
closed.
Committee Member Niezgodski motioned to table Bill No. 22-61 indefinitely until the results of
the Special Committee are presented, seconded by Committee Vice Chair Member Lee, and carried
by a vote of four ( 4) ayes and one ( 1) nay.

The Chair recommended that the Committee be formed and acknowledged the work that has been
done thus far. There was discussion regarding the process, as it has been contentious.
With no further business, Committee Chair White adjourned the Residential Neighborhoods
Committee meeting at 3:50 p.m.
