This has allowed for assistance to many neighborhoods. This ordinance established a rate for non-residential customers. In 2019, there was a flat rate. In 2021 , there was a request for a tiered rate for non- residential customers that was connected to non-pervious surfaces. There have been challenges to implement this. An issue with the tiered system is that the cost to implement was more than the revenue that would have been generated. Committee Chair Niezgodski held the public hearing, and nobody spoke. Committee Member Warner motioned to send Bill No. 63-23 to the Committee of the Whole with a favorable recommendation, seconded by Committee Member Tomas Morgan, and carried by a vote of five ( 5) ayes. Committee Chair Sheila Niezgodski -Aye Committee Vice-Chair Troy Warner -Aye Committee Member Rachel Tomas Morgan -Aye Committee Member Eli Wax -Aye Committee Member Canneth Lee -Aye Bill No. 69-23 -An Ordinance Adopting an Investment Policy for the City of South Bend Calendar Year 2024 Kyle Willis, City Controller with offices on the twelfth ( 12th) floor of the County-City building, noted that this is for investments to be a minimum of two years and a maximum of five (5) years. A single investment cannot comprise of more than 25% of the investment portfolio. Committee Chair Niezgodski held the public hearing, and nobody spoke. Committee Member Tomas Morgan motioned to send Bill No. 79-23 to the Committee of the Whole with a favorable recommendation, seconded by Committee Member Lee, and carried by a vote of five (5) ayes. Committee Chair Sheila Niezgodski -Aye Committee Vice-Chair Troy Warner -Aye Committee Member Rachel Tomas Morgan -Aye Committee Member Eli Wax -Aye Committee Member Canneth Lee -Aye Bill No. 81-23 -An Ordinance Appropriating Additional Funds for the City of South Bend for Certain Departmental and City Service Operations for Calendar Year 2023 from the General Fund Kyle Willis noted that there is $250,000 that need to be allocated to the police department for additional overtime, $250,000 to the fire department for professional services and physical costs that were paid in a different year, and $450,000 of ARP funds for utility relief. Details were provided regarding utility shut-offs and utility forgiveness. It was noted that there has been significant relief previously and there is a backlog again. Ifthere is not forgiveness, many people will lose utilities. It will be considered bad debt and will not be recoverable. It was asked how this will help people to prioritize paying their utilities. Kyle Willis noted that there will not be ARP funds after this and there will not be the ability to forgive again. Committee Member Warner motioned to send Bill No. 81-23 to the Committee of the Whole with a favorable recommendation, seconded by Committee Member Tomas Morgan, and carried by a vote of five (5) ayes. Committee Chair Sheila Niezgodski -Aye Committee Vice-Chair Troy Warner -Aye Committee Member Rachel Tomas Morgan -Committee Member Eli Wax -Aye Aye Committee Member Canneth Lee -Aye Bill No. 82-23 -An Ordinance for Budget Transfers for Various Departments within the City of South Bend for the Year 2023 (Substitute) Committee Member Warner motioned to accept a Substitute Bill for Bill No. 82-23 , seconded by Committee Member Wax, and carried by a vote of five (5) ayes. Committee Chair Sheila Niezgodski -Aye Committee Vice-Chair Troy Warner -Aye Committee Member Rachel Tomas Morgan -Aye Committee Member Eli Wax -Aye Committee Member Canneth Lee -Aye Kyle Willis noted that this is to reallocate funds for departments that were over or under budget. There was discussion regarding travel expenses, as there were concerns regarding the amount allocated. Committee Chair Niezgodski held the public hearing, and nobody spoke. Committee Member Warner motioned to send Bill No. 82-23 to the Committee of the Whole with a favorable recommendation, seconded by Committee Member Wax, and carried by a vote of five (5) ayes.
