Committee Chair Sheila Niezgodski called to order the Personnel and Finance Committee at 4:00
p.m.
Bill No. 63-23 -A Salary Ordinance for the Mayor
Kyle Willis, City Controller with offices on the twelfth (12th) floor of the County-City building,
noted that this ordinance is to increase the Mayor's salary to $122,990. This is a 3% increase. It
was noted that the Mayor's salary did not increase during some of the COVID-19 years. The years
will be provided before the next meeting.
Committee Chair Niezgodski held the public hearing, and nobody spoke.
Committee member Rachel Tomas Morgan motioned send Bill No. 63-23 to the Committee of the
Whole with a favorable recommendation, seconded by Committee member Troy Warner, and
carried by a vote of five (5) ayes.

Bill No. 64-23 - A Salary Ordinance for Non-Bargaining City Employees
Kyle Willis noted that this ordinance is a 3% increase and proposed higher increases as well as
other benefits. It was noted that the lowest-paid wage for City employees is $16 and this wi ll be
increased by 3% to $16.81.
Committee Chair Niezgodski held the public hearing, and nobody spoke.
Committee member Warner motioned to send Bill No. 64-23 to the Committee of the Whole with
a favorable recommendation, seconded by Committee member Tomas Morgan, and carried by a
vote of five (5) ayes.

Bill No. 65-23 -A Salary Ordinance for SBPD
Kyle Willis noted that the collective agreement for the police department expires in 2025 . For this
year, the contract allows for a 4.25% increase for all officers.
Committee Chair Niezgodski held the public hearing, and nobody spoke.
Committee member Tomas Morgan motioned to send Bill No. 65 -23 to the Committee of the
Whole with a favorable recommendation, seconded by Committee member Wax, and carried by a
vote of five (5) ayes.

Bill No. 66-23 -A Salary Ordinance for the TEAMSTERS
Kyle Willis noted that the increase is a 2% increase for all TEAMSTERS employees.
Committee Chair Niezgodski held the public hearing, and nobody spoke.
Committee member Warner motioned to send Bill No. 66-23 to the Committee of the Whole with
a favorable recommendation, seconded by Committee member Tomas Morgan, and carried by a
vote of five (5) ayes.

Bill No. 67-23 -A Salary Ordinance for the SBFD (Substitute Bill)
Committee member Warner motioned to accept a Substitute Bill for Bill No. 67-23 , seconded by
Committee member Wax, and carried by a vote of five (5) ayes.

Kyle Willis noted that this substitute is for the fire department and allows for a 2.5% salary
increase. The substitute is to correct language. The current contract is valid through 2024.
Committee Chair Niezgodski held the public hearing, and nobody spoke.
Committee member Warner motioned to send Substitute Bill No. 67-23 to the Committee of the
Whole with a favorable recommendation, seconded by Committee member Tomas Morgan, and
carried by a vote of five (5) ayes.

Bill No. 68-23 -A Salary Ordinance for Non-Bargaining Employees of the City Clerk
Dawn Jones, City Clerk with offices on the fourth ( 4th) floor of the County-City building, noted
that this is to increase salaries by 3%, which is consistent with the rest of the City.
Committee Chair Niezgodski held the public hearing, and nobody spoke.
Committee member Warner motioned to send Bill No. 68-23 to the Committee of the Whole with
a favorable recommendation, seconded by Committee member Lee, and carried by a vote of five
(5) ayes.

Clerk Jones noted that this is to increase the City Clerk's salary by 3%.

a favorable recommendation, seconded by Committee member Wax, and carried by a vote of five
ayes.
