AN ORDINANCE TRANSFERRING $314,622.00 AMONG VARIOUS
ACCOUNTS, ALL ACCOUNTS BEING WITHIN THE DIVISION OF
COMMUNITY DEVELOPMENT
STATEMENT OF PURPOSE AND INTENT:
The 1982 Program Year for Community Development Block
Grant Funds ended on March 31, 1983 and the 1983 Program Year began on April 1,
1983. To the extent possible in recent years Community Development Block Grant
Funds remaining available at the end of the Program Year have been reprogrammed
to the current Program Year to assure accurate monitoring and tracking.
NOW, THEREFORE, BE IT ORDAINED by the Common Council of the
City of South Bend, Indiana:
SECTION I. The sum of $314,622.00 is hereby transferred for
the program year commencing April 1, 1983, between various accounts as set forth
below:

This ordinance submitted for your consideration represents Community
Development's efforts to keep funds current. As each program year ends a
review is_made of the financial and performance aspect of each activity. In
some cases the activity has been completed and funds remain which then can be
reprogrammed to other activities. In other circumstances the activity is not
complete and we had planned to reprogram the funds to the same activity but
in the current program year.
The latter circumstance of reprogramming to the current program year
is represented by the reductions in Monroe Sample /East Bank (CD80- 602B.),
Rental Rehab Demonstration (CD82 -103), Renew, Inc. (CD82- 106.D), Neighborhood
Housing Service (CD82 - 106.2), Southold Heritage (CD82 - 106.3), Neighborhood Code
Enforcement Mgt. and Inspection (CD82 - 1201), Specialized Transportation System
(CD82 -503) and, Community Development Administration (CD82 - 1100). The
reprogramming of funds to the Rehab Loan Program (CD81 -101) is necessary
to complete obligations under that program. The funds requested for Max's
grocery rehab (CD83 -608) will provide for exterior rehab and correction of
structural deficiencies. This ordinance would also increase our 1983 Unspecified
Local Option fund (ULO) by $18,446.00. All other activities for which we're
requesting a reduction in funds have been completed with the balances shown
remaining.
