Jefferson Bvld South Bend, lndiana46601 p 574.235.9221 f574.235.9173 TTD574.235.5567 www.southbendin.gov .CITY OF SOUTH BEND OFFI CE OF THE CLE RK Bill No. 14-23 -An Ordinance Amending Chapter 6 of the South Bend Municipal Code by Rescinding and Replacing Article 14 Titled Rental Safety Verification Program Shiela Niezgodski, South Bend Common Council Vice President, 4942 Scenic Drive, South Bend, IN 46619, noted that this was passed in 2019, but it needed to be evaluated after implementation to see what was working. The language has been clarified. There were changes to align this with state laws. Definitions were solidified. [t was requested that the capitalization of a sub-article be clarified. There was discussion regarding the bed bug ordinance fitting into this Bill. It was confirmed that this does address infestations but is not specific to how it is addressed. There was discussion regarding bed bug inspectors and issues with moving personal property in units. Councilmember Davis asked if there is enough staff to follow through with bed bug inspections. It was noted that there would need to be an increase in staff, which is challenging. There is a desire within the City to be proactive regarding bed bugs. Committee Chair Wax held the public hearing. Kathy Schuth, Executive Director with offices on the fourteenth (14th) floor of the County-City building, noted that the Near Northwest Neighborhood supports this, Bill. Committee Vice-Chair White motioned to accept a Substitute for Bill No. 14-23, seconded by Committee member Warner, and carried by a vote of five ( 5) ayes, with one ( 1) committee member absent. Committee Chair Eli Wax -Aye Vice-Chair Karen White -Aye Committee member Troy Warner -Aye Committee member Canneth Lee -Aye Committee member Rachel Tomas Morgan -Citizen member Desmont Upchurch -Absent Aye Committee member Tomas Morgan motioned to send Substitute Bill No. 14-23 to the Committee of the Whole with a favorable recommendation, seconded by Committee Vice-Chair White, and carried by a vote of five (5) ayes, with one (1) committee member absent.
