Committee Chair Eli Wax called to order the Health and Public Safety meeting at 5:00 p.m.
Bill No. 14-23 -Chapter 6 Amendment by Adding Article 15, Sections 6-94 through 6-108
Councilmember Henry Davis Jr. fonnally requested approval of this bill later due to concerns
raised by landlords on the bill being too broad and disproportionately affecting the
underprivileged.
Committee Chair Eli Wax confirmed they are willing to coordinate and schedule a meeting date
before April 24, 2023 .

Committee Member Warner stated his concern for this Bill. He said that is ordinance will affect
many landlords in the city and should require dedicated time to discuss it.
Committee Vice-Chair Karen White stated her support of having a separate committee meeting
that would proceed to a public hearing.
Councilmember Davis Jr. stated that there needs to be consistency m management between
apartment complexes.
Committee Member Lee expressed his support for a separate committee meeting to discuss details.
Committee Member Rachel Tomas Morgan asked if Councilmember Davis would be prepared to
discuss this Bill on April 24, 2023.
Councilmember Davis Jr. stated his intentions for this Bill to pass as soon as possible.
Committee Vice-Chair White stated that she is excited to talk about this ordinance with appropriate
time to make an informed decision.
Councilmember Davis Jr. asked who would schedule the upcoming committee meeting for this
Bill to be heard.
Committee Vice-Chair White stated that Committee Chair Wax will schedule the meeting.
Committee Chair Wax asked for clarity on the conversations regarding the Bill.
Councilmember Davis Jr. stated that the intention of the next meeting will be to narrow the scope
of the Bill and to flush out some of the is sues the Council or community members may have.
Committee member Canneth Lee motioned to defer approval of Bill No. 14-23 to a meeting
pending schedule by Chair Eli Wax, seconded by Committee Vice-Chair White and carried by a
vote of six (6) ayes.
