HomeMy WebLinkAbout08-30-99 Council Meeting MinutesSPECIAL MEETING AUGUST 30, 1999 Be it remembered that the Common Council of the City of South Bend, Indiana, met in the Council Chambers of the County -City Building on Monday, August 30, 1999, at 5:00 p.m. The meeting was called to order by Council President Sean Coleman and the Invocation and Pledge to the Flag were given. ROLL CALL Present: James Aranowski Charlotte Pfeifer Roland Kelly Karl King David Varner Andrew Uj dak Sean Coleman John Hosinski Absent: Rod Sniadecki 1 st District 2nd District Chairperson, Committee of the Whole Yd District 4th District 5th District 6th District At -Large President At -Large Vice - President At -Large SPECIAL BUSINESS Council President Coleman reminded everyone that the next regular meeting of the Council has been changed to Tuesday, September 14, 1999 at 5:00 p.m. in the Council Chambers. BILL - FIRST READING BILL NO. 71 -99 A BILL LEVYING TAXES AND FIXING THE RATE OF TAXATION FOR THE PURPOSE OF RAISING REVENUE TO MEET THE NECESSARY EXPENSES OF THE CIVIL CITY OF SOUTH BEND FOR THE FISCAL YEAR ENDING DECEMBER 31, 2000 This bill had first reading. Councilmember Hosinski made a motion to refer this bill to the Personnel and Finance Committee and set it for Second Reading and Public Hearing on September 14, 1999 and Third Reading on September 27, 1999. Councilmember Varner seconded the motion which carried by a voice vote of eight (8) ayes. BILL NO. 72 -99 A BILL APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2000, AND ENDING DECEMBER 31, 2000, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT This bill had first reading. Councilmember Aranowski made a motion to refer this bill to Personnel and Finance Committee and set it for Second Reading and Public Hearing on September 14, 1999 and Third Reading on September 27, 1999. Councilmember Hosins seconded the motion which carried by a voice vote of eight (8) ayes. I I SPECIAL MEETING AUGUST 30, 1999 BILL NO. 73 -99 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2000, AND ENDING DECEMBER 31, 2000, INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT This bill had first reading. Councilmember Kelly made a motion to refer this bill to the Personnel and Finance Committee and set it for Second Reading and Public Hearing on September 14, 1999 and Third Reading on September 27, 1999. Councilmember Varner seconded the motion which carried by a voice vote of eight (8) ayes. BILL NO. 74 -99 A BILL FIXING MAXIMUM SALARIES, AND WAGES OF APPOINTED OFFICERS AND NON - BARGAINING EMPLOYEES OF THE CITY OF SOUTH BEND, INDIANA, FOR THE CALENDAR YEAR 2000 This bill had first reading. Councilmember Pfeifer made a motion to refer this bill to the Personnel and Finance Committee and set it for Second Reading and Public Hearing on September 14, 1999 and Third Reading on September 27, 1999. Councilmember Varner seconded the motion. After discussion, it was determined that this bill could receive Second Reading, Public Hearing and Third Reading on the same date as the thirty (30) day advertising requirement does not apply to this type of bill. Therefore, Councilmember Pfeifer withdrew her original motion and offered a substitute motion which was to refer this bill to the Personnel and Finance Committee and set it for Second Reading, Public Hearing and Third Reading on September 27, 1999. Councilmember Varner seconded the motion which carried by a voice vote of eight (8) ayes. BILL NO. 75 -99 A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, SETTING THE ANNUAL SALARIES FOR THE MAYOR AND FOR THE CITY CLERK FOR CALENDAR YEAR 2000 This bill had first reading: Councilmember Varner made a motion to refer this bill to the Personnel and Finance Committee and set it for Second Reading, Public Hearing and Third Reading on October 11, 1999. Councilmember Pfeifer seconded the motion which carried by a voice vote of eight (8) ayes. UNFINISHED BUSINESS PUBLIC HEARING FOR BILL NO. 59 -99 Council President Coleman noted that the Council originally scheduled Bill No. 59 -99, regarding the salary for Common Council members, for Public Hearing and Third Reading on September 27, 1999. However, because of the required time frame and since the deadline has past for the publication of this bill he entertained a motion to continue Bill No. 59 -99 until October 11, 1999. Therefore, Councilmember King made a motion to continue Bill. No. 59 -99 until the regularly schedule meeting of the Council to be held on October 11, 1999. Councilmember Aranowski seconded the motion which carried by a voice vote of eight (8) ayes. 1 i 1 SPECIAL MEETING AUGUST 30, 1999 NEW BUSINESS There was no new business to come before the Council at this time. PRIVILEGE OF THE FLOOR There was no one present wishing to address the Council at this time.
