GAMMON Approved and signed by me �uc-� ig d ORDINANCE NO. 73 l3 -Sly_ AN ORDINANCE APPROPRIATING $75,000.00 FROM THE FEDERAL ASSISTANCE GRANT FUND COMMONLY REFERRED TO AS THE GENERAL REVENUE SHARING TRUST FUND FOR THE EAST SECTOR POLICE SUBSTATION. STATEMENT OF PURPOSE AND INTENT: Due to the condition of the East Sector Police Substation located at 420 N. Frances Street, monies are needed for an updated facility to ensure the efficient operation of the substation. Funds are available within the General Revenue Sharing Trust Fund. NOW, THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, AS FOLLOWS: SECTION I: That the sum of $75,000.00 is hereby appropriated for the year 1984 from the Federal Assistance Grant Fund, commonly referred to as the General Revenue Sharing Fund. THOMPSON Chief of Police March 1, 1984 Common Council County -City Building South Bend, Indiana 46601 Dear Council Members: 219/284 -9311 The South Bend Police Department is in need of your support for the construction of a police facility for the North East Sector of this community. At this time, the existing sector is housed in an old house located at 420 North Francis Street. The deplorable condition of the building and the accompanying safety hazards have led the police administration to seek professional recom- mendations for the repair of the facility. The recommendation of this department, based on expert advice, is to request the demolition and rebuild the police station in the same location. At this writing, the current building is unable to meet building and safety codes. The costs of bringing the station up to minimum standards would exceed the cost of replacement. The widening of an existing hallway has been determined to be un- feasible, but would be necessary to meet the building code. A major renovation of the electrical wiring is needed. Plumbing re- pairs have long been needed. The condition of the exterior brick work and the siding of the building are in poor condition. The design of the building has never been suitable for a police service organization. A new facility would be able to provide for a proper police operation for the city. A benefit to the city and its residents would be recognized by the installation of an efficient and modern neighbor- hood police facility. Therefore, the Police Department requests Common Council March 1, 1984 Page Two that the request for funding the construction of a new police substation be given a favorable recommendation.
