THE SUB-COMMITTEE HAS INSPECTED THE MINUTES OF THE
DATE: 01-03-2022
MEETING OF THE COUNCIL AND FOUND THEM TO BE CORRECT.
THEREFORE, WE RECOMMEND THE SAME BE APPROVED.
THIS RECOMMENDATION FOR APPROVAL IS MADE RECOGNIZING
THAT 3 CURRENT MEMBERS OF COUNCIL WERE NOT SEA TED IN 2022
AND AS SUCH WILL BE ABSTAINING FROM ANY FORMAL APPROVAL OF
OLD MINUTES.

Be it remembered that the Common Council of the City of South Bend, Indiana, met in-person and
via Microsoft Teams app on Monday, January 3, 2022, at 5:00 p.m. Council President Sharon L.
McBride called the meeting to order.

Council President Sharon McBride made a motion to resolve from the Presidency and turn the
meeting over to the City Clerk, Dawn Jones, to begin the process of electing officers of the South
Bend Common Council.
Dawn Jones, City Clerk, opened the nominations for the office of the Common Council President.
ELECTION OF COUNCIL PRESIDENT FOR 2022
Councilmember Henry Davis Jr. nominated Councilmember Henry Davis Jr. for the office of the
President.
Councilmember Troy Warner nominated Councilmember Sharon McBride for the office of the
President.

Councilmember Lori Hamann explained her vote.
Council President Sharon L. McBride opened the nominations for office of the Vice President.

Councilmember Rachel Tomas Morgan nominated Councilmember Sheila Niezgodski for the
office of Vice President.

Councilmember Sheila Niezgodski was elected as Council Vice President by a vote of six (6)
ayes and two (2) nays with one (1) Councilmember absent.
ELECTION OF CHAIRPERSON COMMITTEE OF THE WHOLE FOR 2022
Council Vice President Sheila Niezgodski nominated Councilmember Canneth Lee for the office
of the Committee of the Whole.
Councilmember Rachel Tomas Morgan nominated Councilmember Troy Warner for the office of
the Committee of the Whole, which Councilmember Troy Warner declined.
Councilmember Henry Davis Jr. asked if Councilmember Canneth Lee could be elected to
Chairperson Committee of the Whole since he was absent.
Council Attorney Bob Palmer stated that Councilmember Canneth Lee can be since he stated in
an email prior that he would accept the nomination.
Councilmember Henry Davis Jr. nominated Councilmember Lori Hamann for the office of the
Committee of the Whole, which Council member Lori Hamann declined.

APPOINTMENT OF COUNCIL ATTORNEY FOR 2023
Council President Sharon McBride motioned to retain Bob Palmer as the South Bend Common
Council Attorney.
