AN ORDINANCE SETTING THE ANNUAL SALARY FOR
THE MEMBERS OF THE COMMON COUNCIL FOR THE
CALENDAR YEARS 1985, 1986, 1987, and 1988.
STATEMENT OF PURPOSE AND INTENT:
The Council is required by Indiana law to set the annual
compensation of all elected City officers.
NOW, THEREFORE, BE IT ORDAINED BY THE SOUTH BEND COMMON
COUNCIL, as follows:
SECTION I: Each member of the Common Council of the
City of South Bend shall be paid from the General Fund the follow-
ing annual salary for the following calendar years:
1985:
$10,900
1986:
$11,400
1987:
$11,900
1988:
$12,400
SECTION II: The City Clerk shall publish this ordinance
twice in two 2 English language newspapers of general circula-
tion published in this City, the first of which publications shall
be at least thirty (30) days prior to the date of the final
passage by the Common Council.
SECTION III: This ordinance shall be in full force and
effect from and after its adoption by the Common Council and
approval by the Mayor.

Dear Council Members:
This bill establishes the annual salary for members
of the Common Council for the years 1985 through
1988. The proposed 1985 salary would begin to
reflect the increase in the responsibilites and
workload of a Council Member, as well as the cost of
living since the base year 1967. The job of a
Council Member has grown in complexity, and among the
requirements for performing the job effectively is
some understanding of both State and Federal laws,
plus a working knowledge of the creative financing
now a critical part of funding the Nation's cities.
In many instances, Council Members now find them-
selves in the role of "clearing house directors"
dealing with problems unrelated to their usually -
defined councilmanic roles. Various "helping
agencies" have disappeared, and often members of the
public (especially on weekends and evenings) do not
know where to turn for needed service. Although
"moving Mountains" and "cutting red -tape" are not
mentioned in the City Code Book, I know of no Council
Member who would feel comfortable hanging up the
phone without trying to steer the caller toward the
proper agency, if one can be found.
The Council now reflects a broad base of the
community, including members who must hold jobs in
the working world. Council work necessitates time
off work -- uncompensated; yet it is important that the
Council continue to reflect members from all walks of
life. By adequately compensating members of the
Council, we are assuring that all citizens can afford
to participate in City government, not just those who
are independently wealthy. The City Council oversees
the spending of millions of tax dollars; the effect
on the tax rate of paying Council Members sufficiently
to attract qualified, dedicated representatives is
less than one penny. The alternative could be more
expensive in the long run. It becomes a question of
what kind of people does the public want to spend its
tax dollars?
This ordinance will assist Council Members by more
fully reimbursing them for direct and indirect costs
of fulfilling their obligations to the citizens of
South Bend. It represents an effort to incorporate
suggestions made by fellow Council Members, as well
as to address a definite need for keeping service on
the Council within the reach of any South Bend
citizen. Since this bill has had much Council input,
I would ask a favorable recommendation of this bill.
